المستخلص: The need to integrate the environmental dimension as a key element in defining development options and future directions has emerged as a matter of urgency, which has contributed to the development of strategies at the national level to protect the environment in general and the marine environment, In particular. In view of the situation that the latter has achieved in the light of the endless depletion and pollution applied at all levels by increasing port activity, industrial development and commercial exchanges, concentrated in time and place, which affected the quantity and quantity of the marine environment and the conduct of maritime work, where did the activation of the role of strategic structures and mechanisms for their functioning, in particular, emerged.
This study was designed to shed light on the measures taken and applied by the Port Authority in order to preserve marine resources and to investigate practical scientific and ethical procedures applied in order to optimize the exploitation of marine resources. This study also attempts to reveal the actual roles in which management services seek to raise environmental awareness and nurture in their human resources, as well as efforts to preserve the marine environment from pollution of all kinds.

Il est apparue, de façon rapide, le besoin de l'insertion de la dimension environnementale en tant qu'élément essentiel dans la détermination des choix du développement et ses perspectives, ce qui a contribué a la mise de stratégies au niveau national dans la protection de l’environnement maritime en particulier, vu la situation qu’a subit cette dernière suite a l’épuisement et la pollution infinis a cause de l’extension des activités des ports, le développement industriel et les échanges commerciales qui ont influencées qualitativement et quantitativement l’environnement et le travail maritimes où il apparaît le rôle des structures stratégiques et la mise des mécanismes nécessaires.
Cette étude vise à éclaircir les procédures prises et pratiquées par la société du port afin de préserver les ressources marines et l’investigation des procédures pratiques scientifiques et morales appliquées en quête de l’exploration parfaite des ressources maritimes. On a également essayé de dévoiler les rôles effectifs des services administratifs dans l’amélioration de la conscience environnementale chez ses ressources humaines ainsi que la préservation de l’environnement marin de toute sorte de pollution.

لقد برزت بصورة عاجلة الحاجة إلى إدماج البعد البيئي كعنصر أساسي في تحديد خيارات التنمية وتوجهاتها المستقبلية، والذي ساهم في وضع استراتيجيات على المستوى الوطني لحماية البيئة بصفة عامة والبيئة البحرية
بصفة خاصة، نظرا للحالة التي آلت إليها هذه الأخيرة في ظل الاستنزاف اللامتناهي والتلويث المطبق علي جميع الأصعدة بزيادة نشاط الموانئ والتنمية الصناعية والتبادلات التجارية، المركزة في الزمان والمكان والتي أثرت بالكم والكيف علي البيئة البحرية ومجريات العمل البحري، اين برز تفعيل دور الهياكل الاستراتيجية ووضع الآليات الكفيلة لتسييرها.
فقد جاءت هذه الدراسة لإلقاء الضوء على الإجراءات المتخذة والمطبقة من قبل مؤسسة الميناء قصد الحفاظ على الموارد البحري، والتقصي عن الإجراءات العملية العلمية والأخلاقية المطبقة، قصد الاستغلال الأمثل للموارد البحرية، فيما تحاول هذه الدراسة كذلك الكشف عن الأدوار الفعلية التي تسعى من خلالها المصالح الإدارية إلى زيادة الوعي، البيئي، والتنشئة البيئية لدى مواردها البشرية، وكذا الجهود الرامية إلى المحافظة على البيئة البحرية من التلوث بشتى أنواعه.
