المستخلص: تعتبر الجهود التي تبذلها الجزائر لترقية قطاع تكنولوجيات الإعلام والاتصال من أهم معالم التنمية الاقتصادية والاجتماعية البارزة خاصة وإنها بدأت تنتهج سياسة الانفتاح والإصلاح الشامل لقطاع الاتصالات منذ 2001، كما أن الجزائر تمتلك موارد ومقومات أساسية تشجع على تطوير هذا القطاع في السوق، فالتحولات الكبرى التي ترتكز على تبني التطور التكنولوجي الهائل لوسائل الإعلام والاتصال تمثل نقلة نوعية للمناخ الاقتصادي العالمي خاصة في ما يتعلق بقطاع تكنولوجيا المعلومات والاتصالات وتطبيقاتها المختلفة والتي أعطت إمكانيات هامة للدول المتقدمة للدخول في دورة اقتصادية جديدة ساهمت بشكل كبير في الرفع من الكفاءة والتنافسية وتحقيق التراكم الرأسمالي، ومن هذا المنطلق فإن الدولة باعتبارها مسئولة عن توفير الأرضية اللازمة التي تسمح لمؤسساتها بالتكيف مع هذا الواقع الجديد، فهي ملزمة بضرورة الاستثمار في تنمية قطاع تكنولوجيا المعلومات والاتصالات حتى يكون هناك اندماج أقوى لهذا القطاع في الاقتصاد وذلك من خلال تبني استراتيجية واضحة لتوفير هياكل الدعم والتطوير.

Les efforts déployés par l'Algérie pour mettre à niveau le secteur des télécommunications sont considérables, surtout depuis que l'Algérie a commencé à pour suivre une politique de réforme globale et l'ouverture à l'économie moderne. Le pays possède d'importantes ressources lui permettant de relever le défi du développement de ce secteur. Les grandes transformations économiques basées sur l'adoption du grand développement technologique pour les médias et la communication constituent des défis majeurs dans de multiples domaines. Ceci procure un potentiel important pour améliorer l'efficacité et la compétitivité en vertu d'un nouvel environnement caractérisé par l'ouverture et la liberté économique. L'État est tenu de fournir le terrain nécessaire qui permet aux institutions de s'adapter à un nouvel environnement et ce grâce à l'adoption d'une stratégie claire pour fournir des structures de soutien pour le développement technique et l'innovation. Il est impératif de développer le secteur des télécommunications et des technologies de l'information et de la communication en adéquation avec le développement de l'économie algérienne.

Algeria's efforts to upgrade the information and communication technologies sector are one of the most important milestones for economic and social development, especially since it has been pursuing a policy of openness and comprehensive reform of the telecommunications sector since 2001. Algeria also possesses resources and resources that encourage the development of this sector in the market. The major transformations based on the adoption of the massive technological development of the media and communications represent a qualitative leap for the global economic climate Especially with regards to the ICT sector and its various applications, which have given important possibilities for developed countries to enter a new economic cycle that has greatly contributed to raising efficiency and competitiveness and achieving capital accumulation. From this point of view, the state, as responsible for providing the necessary ground to allow its institutions to adapt to this new reality, It is obligated to invest in the development of the ICT sector in order to achieve a stronger integration of the ICT sector into the economy by adopting a clear strategy for providing support and development structures.
