المستخلص: هدفت هذه الدراسة إلى التعرف على معوقات التفويض الإداري في مكاتب التربية والتعليم للبنات بمدينة الرياض من وجهة نظر أفراد مجتمع الدراسة. وعلى الفروق ذات الدلالة الإحصائية عند مستوى الدلالة (0.05 ≥a) بين وجهات نظر أفراد مجتمع الدراسة إزاء معوقات التفويض الإداري في مكاتب التربية والتعليم للبنات بمدينة الرياض باختلاف المتغيرات التالية: (المؤهل العلمي-سنوات الخدمة –الدورات التدريبية)، ولتحقيق أهداف الدراسة تم استخدام المنهج الوصفي التحليلي واستخدمت الباحثة الاستبيان أداة لهذه الدراسة، والذي تم توزيعه على عدد (55) فردا من أفراد العينة موزعين على عدد (9) مكاتب تربية وتعليم داخل مدينة الرياض. تم توزيع الاستبانة إلكترونياً، وورقياً، وتم معالجة البيانات باستخدام الأساليب الإحصائية وبرنامج الحزم الإحصائية (SPss)، وتوصلت الدراسة للنتائج التالية: تري القيادات في مكاتب التربية والتعليم في مدينة الرياض أن المعوقات مؤثرة بدرجة كبيرة حيث بلغ المتوسط الحسابي العام لمحاور معوقات التفويض الإداري (3.46). حيث أكدت الدراسة أن المعوقات التي تعود للمرؤوسين تأتي أولاً تليها المعوقات العائدة للتنظيم ثم المعوقات التي تعود للرئيس من حيث درجة التأثير. وأكدت الدراسة أيضا وجود فروق ذات دلالة إحصائية عند مستوى الدلالة 0.05 فأقل في اتجاهات مفردات عينة الدراسة حول (المعوقات التي تعود للرئيس، المعوقات التي تعود للمرؤوسين، المعوقات التي تعود للتنظيم) باختلاف متغيرات (المؤهل العلمي-سنوات الخدمة-عدد البرامج التدريبية). وفي ضوء نتائج الدراسة، أوصت الباحثة بعدة توصيات للتغلب على المعوقات التي تعوق التفويض الإداري في مكاتب التربية والتعليم للبنات بمدينة الرياض.

This study aimed to identify the constraints of administrative authorization in the offices of education for girls in Riyadh from the point of view of the members of the study community. The differences of statistical significance at the level of significance (0.05 ≥ a) between the views of the members of the study community regarding the constraints of administrative authorization in the educational offices for girls in Riyadh, according to the following variables: (educational qualification - years of service - training courses); In order to achieve the objectives of the study, the descriptive analytical approach was used. The researcher used the questionnaire as a tool for this study, which was distributed to the (55) members of the sample distributed among (9) education offices inside the city of Riyadh. The questionnaire was distributed electronically and on paper, and the data were processed using statistical methods and the software of statistical packages (SPss). The study reached the following results: Leaders in education offices in Riyadh believe that the obstacles are highly influential, as the general arithmetic means for the components of administrative delegation obstacles reached (3.46). The study confirmed that the obstacles that belong to subordinates come first, followed by the obstacles to the organization and then the obstacles that belong to the president in terms of the degree of impact. The study also confirmed the presence of statistically significant differences at the level of significance of 0.05 and below in the directions of the individuals of the study sample about (obstacles that belong to the president, obstacles that belong to subordinates, obstacles that belong to the organization) according to different variables (educational qualification-years of service - number of training programs). In light of the study results, the researcher gave several recommendations to overcome the obstacles hindering administrative authorization in the offices of education for girls in Riyadh.
