|a تعد وزارة التعليم العالي والبحث العلمي من المؤسسات المهمة في مكافحة الفساد وصوره وطرق الوقاية منه، فلها آثار كبيرة على مستوي العائلة والشارع والمجتمع. \nلذا جاءت دراستنا في هذا البحث في آلية مكافحة الفساد في العراق وما هي التدابير الاحترازية لعلاج الموظف العام ووقايته من الفساد، والأسباب الحقيقة لتفشي ظاهر الفساد، ومدي التزام التشريعات الوطنية في العراق بهذا الواجب التي فرضيه الأمم المتحدة من اتفاقية الفساد لعام 1997، ولهذا لابد من بيان مفهوم دور وزارة التعليم العالي في الفساد، وهل له تأثير على الحد من الفساد والواقية منها والحد من الفساد وصوره.

|f The Ministry of Higher Education and Scientific Research is considered an important institution in fighting against corruption, its forms and ways to prevent it. It has significant impacts at the level of the family, the local community and the society at large. \nTherefore, our study in this research is on the mechanism of combating corruption in Iraq and what are the precautionary measures to treat the public servant and protect him against corruption, the real reasons for the spread of corruption, and the extent to which national legislation in Iraq complies with this duty imposed by the United Nations Convention against Corruption, 1997. Therefore, the concept of the role of Ministry of Higher Education in corruption must be explained, and whether it has an impact on reducing corruption and its forms. \nThis abstract translated by Dar AlMandumah Inc 2018.
