520 |b It goes without saying that both Hamas and Fatah movements represent the basis of the Palestinian people's power whether in Palestine or in the Diaspora. Therefore, the search for a future settlement for the Palestinian question, which realizes the Palestinian rights, could not be reached without the agreement of both movements to accept such a settlement. Today, the United States and Israel attempt to deeply involve the Arab states in a process of security, economic and political normalization or rather partnership with Israel. However, this process lacks a vision and has no relation with the Arab-Israeli conflict, the occupation of Palestine, and the threat posed by Israel on the national Arab security or that pertaining to each Arab state, and hence tends to be at no cost. The failure of both Hamas and Fatah to reach a mutual vision and national program has widely affected the Palestinian question and enabled the U.S. and Israel to put pressure on some Arab states to abandon the Palestinian question. Furthermore, this failure has opened a venue for some Arab states to normalize their relations with Israel and to present considerable concessions regarding the Palestinian question in a way that does not keep the Palestinian question as a question that based intrinsically on the end of occupation, the return of the Palestinian refugees and the establishment of the independent and sovereign Palestinian state. In the light of the dangerous circumstances that the Palestinian question has gone through, it is believed that only both the collective leaderships of Hamas and Fatah have the opportunity now, more than ever, to take the initiative to shift the events to end the occupation, as well as to reach practical mechanisms and understandings in front of the Palestinians and the world. This initiative will consolidate the Palestinian position and prevent any negative interventions in the Palestinian question from one side, and will undermine the normalization or "partnership" with Israel by any Arab party from the other side.
