المستخلص: هدفت الدراسة تقديم تصور مقترح لتحول الجامعات السعودية الحكومية إلى مجتمع المعرفة في ضوء خبرات بعض الجامعات الأجنبية، ولتحقيق ذلك اعتمدت الباحثة على: المنهج الوصفي الوثائقي، لمعرفة وتحليل الأمثل من خبرات الجامعات العالمية، للتحول إلى مجتمع المعرفة، أسلوب مسح الخبراء، لتحكيم التصور المقترح، حيث استعانت الباحثة بمجموعة من الخبراء في تخصصات الإدارة والتخطيط التربوي، وتخصص الإدارة العامة، والممارسين من الميدان، واستخدمت الباحثة أداة التصور المقترح، تم تصميمه بعد الاستفادة من مطالعة الأدب النظري في موضوعات البحث والدراسات السابقة، وتم التحقيق من صدق الأدوات وثباتها، وإجراءات تطبيقها، وتوزيعها، وتحليلها، وأساليب المعالجات الإحصائية للإجابة عن الأسئلة، وكان من أبرز النتائج: بعد عرض الأمثل من خبرات الجامعات العالمية للتحول إلى مجتمع المعرفة، عرضت خمسا منها تبينت من خلال رصد وتحليل هذه الخبرات الأمثل من خبرات الجامعات العالمية وتكون من منطلقات، وأهداف، ثم مكونات وآليات التنفيذ، ومتطلبات التنفيذ، ثم معوقات تطبيق التصور، وسبل التغلب على المعوقات المحتملة، وأخيرا الجهات المعنية بتطبيق التصور المقترح.
ومن أبرز التوصيات:
1. تبني الجامعات السعودية الحكومية، للتصور المقترح، لتحول الجامعات لمجتمع المعرفة، في ضوء الأمثل من خبرات الجامعات العالمية.
2. اعتماد مجتمع المعرفة، كهدف استراتيجي للجامعات السعودية الحكومية، والعمل على تحقيقه بشتى السبل.
3. الابتعاد عن البيروقراطية في عمل الجامعات إداريا وفنيا، واتخاذ المرونة أسلوب إدارة.
4. توفير البيئة التمكينية لمجتمع المعرفة في الجامعات السعودية الحكومية.

The study aimed to present a proposed vision for the transformation of Saudi government universities into a knowledge society, in light of the experiences of some foreign universities. To accomplish that that, the researcher relied upon: The documentary descriptive approach, to learn and analyze the best experiences of international universities, in order to transform into a knowledge society. The expert survey method for judging the proposed concept, where the researcher hired a group of experts in the fields of administration and educational planning, the specialization of public administration, and practitioners from the field. The researcher used the proposed vision tool, which was designed after benefiting from reading theoretical literature found in the subject areas of the research and in previous researches. The veracity (accuracy) and consistency of the tools were verified, procedures for their application, distribution, analysis, and methods of statistical processing to answer questions. The main conclusions included: After presenting the optimal experiences of international universities to transform into a knowledge society, five of which were presented, these best experiences of the international universities were identified through monitoring and analysis and included: starting points, objectives, followed by elements and mechanisms of implementation, requirements of implementation, then obstacles to implementing the vision, and ways to overcome possible obstacles, and then finally the relevant bodies concerned with the application of the proposed scenario.
The main recommendations included:
1. That Saudi government universities adopt the proposed conception, to transformation universities to the knowledge society, in light of the best experiences of international universities.
2. To adopt the knowledge society as a strategic goal for Saudi government universities, and work to achieve it in various ways.
3. To move away from bureaucracy in respect to the administrative and technical work of universities and to adopt a flexible management style.
4. To provide a favorable environment for the knowledge society in Saudi government universities.
