|b Study Title: "The fact of equal educational opportunities in primary education stage in light of the growing private education in Riyadh from the parents' perspective view of point" Objectives of the study: The study aims to: ■ identify the meaning of equal educational opportunities from the parents' perspective view of point for the primary school( civil and governmental). • Identify the most important social and economical impacts on the policies of the expansion of the private education In the Kingdom that affect the realization of the principle of equal educational opportunities from parents’ perspective view of point for the primary school( civil and governmental). • identify the contribution of the civil primary education in achieving the principles of the equal educational opportunities from parents' perspective view of point for the primary school (civil and governmental). The study's Importance: • first, the study Included two aspects: primarily the (Theoretical) one, which deals with concepts and determinants of the equal educational opportunities that approved in the kingdom to stand on the reality of private education in the primary level on al Riyadh city • The second aspect, is the (on field) one, which used the '’descriptive survey-resolution " tool for collecting information and data; where it was applied to on a sample of students parents in primary school ,in Riyadh to find out the reality of the private education , which processes the data using of: frequencies, percentages, averages, standard deviations, and the test (T), in addition to the results. Results: The most important results are the following: ■ The view of respondents Was that, private education adds significant economic burden on poor and medium households ,also the equality of educational opportunities should not be affected by the educational results , nor the level of economical and social class , as well as the increasing of private schools increase the opportunity for those students whose unable to attend the governmental schools. • Thus, the concept of equal educational opportunities, and it's achievement methods are vary from one community to another , by the differences in factors of social and economical and political conditions' prevail. • One of the reasons of our son's admission to the civil school is the teachers' qualifications and efficiency, also a they use new educational methodology in teaching and dealing with students. The most important recommendations of the study: ■ The effective communication and networking between schools of civil and governmental education, aiming to increase the community's social solidity and cultural upgrading of the students. ■ No omission for the educational quality, vs. the well students' understanding because that's, conflicts with the needs of students on one hand and the requirements of community development on the other. ■ Provide specialized staff for training and continuing development of the education process, in civil .government and private schools and the disclosure of shortage points vs. finding the appropriate solutions. ■ Increase the rates of the admission applicants to the post - graduation programs for teachers to get the qualifications and competencies corresponding with the development and upgrading project in the primary level of education ,as it is the first step to the establishment of the future generation. The researcher believes that the appropriate mechanism for the equalization of educational opportunities is through the following: ■ The providing of free educational environments ,which are unlimited and flexible to ensure that, it's response to the different educational needs, and to be accessible on all the different circumstances, with priority given to underprivileged groups. ■ Using a variety of methods and means of multiple conditions ,which suitable for everyone in the provision of educational opportunities in Isolation from the space and time, age, and other obstacles. ■ Finding the patterns the needed procedures and regulations that would ensure the integration of systems in the formal education ,with the informal education systems.
