المستخلص: The first topic: Reasonableness in the selection of disciplinary punishment The second topic: Prohibition of multiple disciplinary sanctions Conclusion: In this research we concluded the following recommendations: The discretionary authority of the administrative in selecting and signing the penalty is not an absolute authority, but a restricted authority to measure proportionality or non - exaggeration That not only effective legislation can be achieved guarantees in the selection of disciplinary punishment , but in addition must provide a democratic climate between presidents and the elderly and the establishment of a climate of mutual trust between them.
