The study aimed to know the influence of external environmental factors on the actions of the Customs Authority Sudanese in order to increase organizational effectiveness, and work to establish orientation and strategic thinking in dealing with the relevant authorities of customs procedures and work to form work teams to achieve the objectives of the Commission. The study deductive approach adopted in the development of hypotheses and inductive approach for testing, as well as the historical method to keep track of inventory and previous studies, descriptive and analytical approach to the study to reach the most important findings and recommendations. The results showed the presence of the influence of factors external environment for the views of the relevant customs procedures to facilitate customs procedures and speed up the process. The study recommended the need to work to establish orientation and strategic thinking in dealing with the relevant authorities of customs procedures, the importance of training, determine the needs of employees and customers with the body of investors and suppliers to conduct their abilities that will assist them in achieving the objectives of the Authority to facilitate and speed up customs procedures.
هدفت الدراسة إلى معرفة تأثير عوامل البيئة الخارجية على الإجراءات الجمركية لهيئة الجمارك السودانية من أجل زيادة الفاعلية التنظيمية، والعمل على ترسيخ التوجه والتفكير الاستراتيجي في التعامل مع الجهات ذات الصلة بالإجراءات الجمركية والعمل على تكوين فرق العمل لتحقيق أهداف الهيئة. اعتمدت الدراسة على المنهج الاستنباطي في وضع الفروض والمنهج الاستقرائي لاختبارها، كذلك المنهج التاريخي لحصر وتتبع الدراسات السابقة والمنهج الوصفي التحليلي للدراسة للوصول لأهم النتائج والتوصيات. أظهرت نتائج الدراسة وجود تأثير لعوامل البيئة الخارجية للجهات ذات الصلة بالإجراءات الجمركية في عملية تسهيل وتسريع الإجراءات الجمركية. أوصت الدراسة بضرورة العمل على التعامل مع الجهات ذات الصلة بالإجراءات الجمركية، وعلى أهمية التدريب وتحديد الاحتياجات لدى العاملين والمتعاملين مع الهيئة لتسيير قدراتهم التي تساعدهم في تحقيق أهداف الهيئة على تسهيل وتسريع الإجراءات الجمركية.
