المستخلص: يهدف البحث الحالي التعرف على الآثار المترتبة على ظاهرة أطفال الشوارع، حيث أصبحت قضايا الطفولة محل اهتمام وبحث كبيرين على المستوى العالمي، وعقد لهذا الغرض العشرات من المؤتمرات الأممية والإقليمية والوطنية إضافة إلى تصديق وتوقيع جميع الدول على الاتفاقية الخاصة بحقوق الطفل وظهرت قوانين وطنية تتمثل الاتفاقية الدولية وتزيد من الاهتمام بالطفولة في هذا السياق يأتي اهتمامنا بأطفال الشوارع كأحد وأهم ملمح لظاهرة الطفولة ومشكلاتها في المجتمعات، وهذه الظاهرة ذات طبيعة مركبة متعددة المجالات فهي ظاهرة ومشكلة اجتماعية اقتصادية بل سياسية وقانونية في آن واحد. ووفقا للمتغيرات التي يشهدها المجتمع وفي مختلف المجالات اقتصاديا واجتماعيا وتزايد حجم السكان كل ذلك يشكل السياق المجتمعي العام الذي يفرز ظاهرة أطفال الشوارع ومن الجدير بالذكر أن أطفال الشوارع هم ضحايا السياسات الاقتصادية التي ينجم عنها مزيدا من الفقر والبطالة والحرمان لغالبية أفراد المجتمع، إضافة إلى دور العوامل الأسرية والثقافية والاجتماعية في إبراز هذه الظاهرة، وللعلم فإن ظاهرة أطفال الشوارع تنتشر في غالبية الدول العربية وأصبحت محل دراسة واهتمام رسمي، وظاهرة أطفال الشوارع باتت معروفة في أدبيات التنمية البشرية، وهو من أهم القضايا وأخطرها لتداخل أبعادها الإنسانية والاجتماعية والاقتصادية والسياسية والأمنية، ولتزايدها باطراد واستفحالها في بلدان نامية ومتقدمة، ولذلك فهي مشكلة عالمية تطورت إلى ظاهرة تفرض نفسها وتستقطب اهتمام المعنيين بالتنمية البشرية وحقوق الإنسان، وهنا ينقسم البحث الحالي إلى مبحثين، هما: المبحث الأول: واقع أطفال الشوارع في العراق، أما المبحث الثاني: رؤية المجتمع المحلي لظاهرة أطفال الشوارع.

The current research aims to identify the effects of the phenomenon of street children. Childhood issues have become the subject of significant international attention and research. For this purpose, dozens of international, regional, and national conferences have been held in addition to the ratification and signing of the Convention on the Rights of the Child by all States. National laws, representing the International Convention, have emerged and increased attention to children in this context. Our attention to street children comes as one of the most important features of the phenomenon of childhood and its problems in societies. This phenomenon is of a complex multidisciplinary nature. It is a phenomenon and a socio-economic problem, even political and legal. According to the changes in society and in various fields, economically and socially, and the increasing size of the population, all this constitutes the general societal context that causes the phenomenon of street children. It is worth mentioning that street children are victims of economic policies that result in more poverty, unemployment, and deprivation for the majority of members of society, In addition to the role of family, cultural and social factors in highlighting this phenomenon. For information, the phenomenon of street children is widespread in most Arab States and has become the subject of official study and attention. The phenomenon of street children has become known in human development literature. It is one of the most important and dangerous issues, as its human, social, economic, political and security dimensions are overlapped and steadily increasing in developing and developed countries. Therefore, it is a global problem that has evolved into a self-imposed phenomenon that attracts the attention of those concerned with human development and human rights. Here, the current research is divided into two chapters: the first is the situation of street children in Iraq, and the second is the local community's vision of the phenomenon of street children.
