المستخلص: تحظى ظاهرة أطفال الشوارع وتشردهم باهتمام كبير من جميع أنحاء العالم سواء ذلك الدول المتقدمة أم الدول النامية ... وتحتل هذه الظاهرة من بين أنماط جنوح الأحداث منزلة خاصة، وذلك يعود إلى إن المشردين يشكلون نسبة لا بأس بها بين الأحداث الجانحين من جهة، وإن العديد من الجانحين الكبار هم عادة من أولئك الذين بدؤوا سلوكهم المنحرف في مرحلة مبكرة من أعمارهم، وعلى الرغم من الأهمية المتقدمة لهذه الظاهرة وما يضاف لها من عوامل أخرى تتعلق بتزايدها مع تزايد المشاكل المتعلقة بالتحضر والتصنيع والتكاثر السكاني، إلا أن إبراز رؤية شمولية متكاملة بناء على النظرة الإيجابية نحو الطفل وبعث استراتيجيات جديدة للتعامل مع ظاهرة أطفال الشوارع تتسم بتعددية الإبعاد وعمق التصورات التي يمكن أن تصاغ لتشخيص هذه الظاهرة وبحث إمكانية علاجها لمساعدة الأطفال على التكيف والتوافق مع الظروف البيئية، وبالتالي تأهيلهم وإعادة إدماجهم في المجتمع وهذه الإمكانية التي لا يمكن أن تتحقق في غياب مبدأ التعاون القائم بين الفئات المستهدفة ومنفذي السياسات الاجتماعية وهو ما يستدعي ضرورة إشراك الطفل في استراتيجية التكفل به، وذلك استنادا إلى قضية جوهرية مفادها أن وجود الطفل أو الأطفال في ظروفي صعبة يصنفهم في دائرة أطفال الشارع لا ينبغي أن يخرجهم ويستبعدهم من فئة الطفولة وبالتالي لا يسقط عنهم إمكانية الاستفادة من كل الحقوق الواردة في الاتفاقية الدولية لحقوق الطفل هذا من جهة، ومن جهة أخرى تدعيم روابط العمل المشتركون التنسيق المتكامل المؤسسة لثقافة التعاون بين المجموعات التطوعية، منظمات المجتمع المدني وأجهزة الدولة للقضاء على هذه الظاهرة وتغيير نظرة المجتمع عن أطفال الشوارع باعتبارهم ضحايا وليسوا مجرمين، وفي هذا البحث نسلط الضوء على واقع هذه الظاهرة والطموحات تحد منها......

The phenomenon of street children and their displacement receives excellent attention from all parts of the world, whether developed or developing countries ... and this phenomenon occupies among the types of juvenile delinquency a special place, and this is due to the fact that the displaced children constitute a significant proportion of juvenile delinquents on the one hand. Many adult offenders usually have initiated their deviant behavior at an early stage in their life, despite the high importance of this phenomenon and other factors that are associated with increasing problems of urbanization, industrialization, and growth in the human population. However, highlighting a holistic and integrated vision based on a positive view of the child and introducing new strategies to deal with the phenomenon of street children characterized by multiple dimensions and deep perceptions that can be formulated to diagnose this phenomenon and examine the possibility of addressing it to help children adapt to environmental conditions, consequently, their rehabilitation and reintegration into society and this possibility, which cannot be realized in the absence of the principle of cooperation between the target groups and the implementers of social policies, which necessitates the need to involve the child in the strategy of care for him. This is based on a fundamental issue that the presence of a child or children in my difficult circumstances and classifies them in the circle of street children should not exclude and remove them from the childhood category and therefore do not drop from them the possibility of benefiting from all the rights mentioned in this international convention on the rights of the child on the one hand. On the other hand, to strengthen the working links, integrated coordination, and establishment of a culture of cooperation between voluntary groups, civil society organizations, and State bodies to eliminate this phenomenon and to change society's perception of street children as victims and not criminals.
