المستخلص: تهدف هذه الدراسة إلى معرفة وجهات نظر المواطنين الجزائريين نحو الخدمات التي تقدمها الإدارات العمومية الجزائرية لاسيما الإدارة الإقليمية، وهذا في ظل تطلع الحكومة إلى تبني عدة سياسات، من بينها تحديث الإدارة العمومية والعمل على الترقية من نوعية الخدمات المقدمة.
فالإدارة العصرية هي الإدارة الناجعة، المنشغلة بإرضاء المستفيدين من خدماتها، وتكون في متناول مواطنيها؛ بحيث يتطلب تحقيق هذا الهدف الأخذ بعين الاعتبار كيفية ترقية هذه الخدمات المقدمة، باعتبارها نوعا من العمل المؤسساتي للإدارة الجزائرية لا سيما إدارة البلديات، بشكل يكون فيه المواطن واعيا بآثار الأنشطة التي تقوم بها الإدارات العمومية، وعليه فهو المستهدف من قبل تلك الأنشطة الخدماتية.

Cette étude vise à connaître les opinions des citoyens algériens sur les services offerts par les départements algériens, en particulier l' administration Territorial, ce qui est sous l' aspiration du gouvernement à adopter plusieurs politiques, y compris la modernisation de l' administration publique et le travailler pour l’amélioration la qualité des services fournis, l' administration moderne est la gestion efficace, préoccupé par la satisfaction les bénéficiaires de leurs services, et sont accessibles aux citoyens, de sorte que la réalisation de cet objectif nécessite de prendre en compte la façon d' améliorer ces services, Assurer la mise à niveau des services publics, est considérée comme une sorte de travail institutionnel de l' administration algérienne, celles notamment l' administration Territorial, Où le citoyen est conscient des effets des activités entreprises par les administrations publiques, et il est une cible par les services à base de l' activité.

This study aims at identifying the views of the Algerian citizens towards the services provided by the Algerian public administrations, especially the regional administration. This is in light of the aspiration of the government of adopting many policies such as updating the public administration and working to promote the quality of the provided services
Modern management is an efficient administration, which is concerned with satisfying the beneficiaries of its services and to be within the reach of its citizens. The achievement of this goal requires to take into consideration the way of promoting these provided services regarding it as a type of institutional work of the Algerian administration especially the municipalities administration in a way that the citizen is aware of the effects of the activities carried out by the public administrations, therefore this is the objective of these service activities.
