|b The objective of this study is to investigate the impact of labor market flexibility and human capital investment on production growth in Egypt’s manufacturing industries and consequently on its economic growth; The study is divided into five parts: the first part discusses the relationship between labor market flexibility and economic growth, it explains first the concept of labor market, flexibility and then investigates its impact on economic growth via reviewing and analyzing some previous empirical studies. The second part discusses the concept of human capital and its impact on economic growth as shown in previous empirical studies .The Third analyses The relationship between labor market flexibility, human capital and economic growth In the fourth part, the study tries to test the hypothesis: “Each of labor market flexibility and human capital affects positively manufacturing industries, production growth”. The hypothesis is tested through estimating the relationship between human capital and growth and then re-estimating it after including labor market flexibility in the model. The estimation was made in multiple regression model using pooled data of 20 manufacturing industries from 2004 to 2009 in Egypt. The fifth and last part includes the summary and results of the study. The study concluded that higher labor market rigidity (lower flexibility) increases real value added growth in manufacturing industries, and that human capital has almost no impact on value added growth. So, according to these results, any steps towards labor market reform have to consider two things: - The first is to give firms a degree of freedom in determining their wages and relating it to the workers performance and skills, so that labor market can give clear signals enabling people to take decisions as regards investing to human capital and also show them the different skills that labor market needs So the unavailability of these signals in the Egyptian labor market explain, in a way or another, the poor participation of human capital in manufacturing industries growth in Egypt. The other thing, concerns the necessity of protecting workers through putting rules Of hiring and firing, and securing them against the risk of wages fluctuations and other measures that make them feel safe and stable in the work and this will be reflected positively on the performance and consequently on their participation in production and achieving growth. On the other hand, any measures regarding labor market reform have to be accompanied by educational system reform in a way that helps increasing human capital participation in economic growth And this education system reform must be related to the industry needs for different skills.
