|f Investment is one of the foundations upon which the advancement of societies and nations rests, and we cannot talk about economic investment in isolation from investment, especially in light of Algeria's natural wealth and vast areas of agricultural land and groundwater, in addition to the economic crisis that the country is experiencing.\nThe issue of investment is not limited to natural resources only. A good example of this is the economic and social development achieved by Japan and South Korea in light of a shortage of natural resources, but they realized that investment could only be made through the effective human element, that is, human capital is the pillar on which agricultural investment is based because of Algeria's wealth, especially agriculture, which needs a qualified workforce. \nBiskra Province is among the states that are characterized by their agricultural character in the first place due to their abundance of bounties and vast areas for agriculture because it contains palm oases and high-quality date products that compete with global markets, in addition to some seasonal crops, which achieved a high percentage of production, such as the production of tomatoes, beans, and others.\nTherefore, Biskra sought to invest this investment by providing funds for land reform and providing modern machinery in agriculture through weaving and in some cases providing land for cultivation, but over time it was discovered that this strategy is ineffective in the absence of skilled and qualified workforce that knows how to deal with crops and machines with sufficient efficiency and high skill, and this requires training in the field of agriculture. Accordingly, the Department of Agriculture, in cooperation with the vocational training centers, implemented a set of strategies to provide a skilled workforce in agricultural investment to ensure that agricultural investment in Biskra Province is successful, and this is what we will try to identify through this intervention by answering these questions:\n- What are the possibilities that Biskra has for agricultural investment?\n- What is the reality of agricultural investment in Biskra province?\n- What are the obstacles to agricultural investment related to human resources in Biskra province?\n- What is the strategy of vocational training in the development of agricultural investment in Biskra province?\n- What are the possible solutions and suggestions for the development of agricultural investment in Biskra province? \nThis abstract translated by Dar AlMandumah Inc. 2021

|a يعتبر الاستثمار من الأسس التي تقوم عليها نهضة المجتمعات والأمم ولا يمكننا أن نتكلم عن الاستثمار الاقتصادية بمعزل عن الاستثمار خاصة في ظل ما تملكه الجزائر من ثروات طبيعية ومساحات شاسعة من الأراضي زراعية ومياه جوفية إلى جانب الأزمة الاقتصادية التي تعيشها البلاد.\nموضوع الاستثمار لا يقتصر على الموارد الطبيعية فقط وخير مثال على ذلك ما حققته اليابان وكوريا الجنوبية من تنمية اقتصادية واجتماعية في ظل نقص لموارد الطبيعية ولكنهم أدرك أن الاستثمار لا يكون إلا من خلال العنصر البشرية الفعال أي الرأس المال البشري هو الركيزة التي يقوم عليها الاستثمار الفلاحي نظرا لما تتمتع به الجزائر من خيرات وخاصة الفلاحة التي تحتاج إلى يد عاملة مؤهلة \nولاية بسكرة من بين الولايات التي تتميز بطابعها فلاحي بالدرجة الأولى لما تزخر به من خيرات ومساحات شاسعة للفلاحة إذ تحتوي على واحات للنخيل ومنتجات ذا جودة عالية من التمر تنافس به الأسواق العالمية إلى جانب بعض الزراعات الموسمية والتي حققت فيها نسبة مرتفعة من الإنتاج كإنتاج الطماطم والفول وغيرها.\nلذا سعت ولاية بسكرة الاستثمار هذا الاستثمار من خلال تقديم أموال لإصلاح الأراضي وتقديم الآلات حديثة في الزراعة عن طرق لنساج وفي بعض الحالات تقديم أراض لزراعتها ولكن مع مرور الوقت اكتشفت أن هذه الاستراتيجية غير فعالة في ظل غياب اليد العاملة الماهرة المؤهلة التي تدرك كيف تتعامل مع المحاصيل والآلات بكفاية ومهارة عالية وذلك يتطلب تكوين في مجال الفلاحي وعليه قامت مديرية الفلاحة بالتعاون مع مراكز التكوين المهني بجملة من الاستراتيجيات لتوفير يد عاملة ماهرة في الاستثمار الفلاحي لضمان تحقق الاستثمار الفلاحي لولاية بسكرة ناجح وهذا ما سنحاول التعرف عليه من خلال هذه المداخلة بالإجابة على هذه التساؤلات:\n- ما هي إمكانيات التي تزخر بها ولاية بسكرة للاستثمار الفلاحي؟\n- ما هو واقع الاستثمار الفلاحي لولاية بسكرة؟\n- ما هي معوقات الاستثمار الفلاحي التي تتعلق بالمواد البشرية بولاية بسكرة؟\n- ما هي استراتيجية التكوين المهني في تنمية الاستثمار الفلاحي بولاية بسكرة؟\n- ما هي الحلول والاقتراحات الممكنة لتنمية الاستثمار الفلاحي بولاية بسكرة؟
