المستخلص: لا يمكن أن يتم التخطيط على نحو سليم بدون توفر المعلومات اللازمة، مما جعل نظام المعلومات يشكل أساساً للتخطيط الفعال. ويلزم وجود نظام معلومات كفء قادر على توفير المعلومات اللازمة للتخطيط التعليمي. لذا، سعى البحث إلى تطوير الإدارة العامة لنظم المعلومات ودعم اتخاذ القرار بوزارة التربية والتعليم لتلبي حاجات تخطيط التعليم من المعلومات اللازمة؛ بحيث تؤدي دورها كأساس للتخطيط التعليمي. واستلزم هذا: الكشف عن حاجة التخطيط التعليمي لنظام المعلومات، وتشخيص واقع الإدارة العامة لنظم المعلومات، وبناء تصور مقترح لتطويرها. وأجرى البحث مقابلة علمية مقننة بالإدارة، وحلل قرارات وزارية ذات صلة بها، كما حلل إصداراتها. وتوصل البحث إلى وجود: خلل ونقص في اختصاصات ومسئوليات الإدارة العامة لنظم المعلومات، ونقص كبير فيما يتعين جمعه من بيانات، ولا تعمل دولة البيانات بشكل جيد، وضعف كفاءة من يجمعون البيانات، وضعف جودة البيانات المجمعة بما يؤدي إلى انخفاض جودة المعلومات، ولا يتم تقدير حاجات المستخدمين من المعلومات، ونقص كبير في المعلومات المنتجة مما يدل على أن هذه الإدارة تخفق في تلبية حاجات تخطيط التعليم من المعلومات، والنقص الشديد في الإمكانات البشرية وتسرب مستمر لكثير من الكفاءات الماهرة بما يؤثر سلباً بشكل كبير على عمل الإدارة وكفاءتها. وإجمالاً، تعاني الإدارة العامة لنظم المعلومات عديداً من المشكلات تفضي إلى ضعف كفاءتها، مما يؤدي إلى عدم تلبية حاجات تخطيط التعليم من المعلومات. وبسبب النقص والقصور في المعلومات، تتدني كفاءة وفعالية التخطيط التعليمي. وبناء على ذلك، اقترح البحث تصوراً لتطوير الإدارة العامة لنظم المعلومات؛ بحيث تلبي حاجات تخطيط التعليم من المعلومات، وتصبح أساساً قوياً للتخطيط التعليم. ومن ثم، أوصى البحث بالسعي الجاد لتنفيذ هذا التصور. كما أوصى بضرورة إيلاء هذه الإدارة الاهتمام اللازم والكافي كأساس للتخطيط التعليمي؛ وذلك بالتزام الدولة بتوفير ما يلزمها من إمكانات بشرية ومادية ومالية.

Planning can not be done properly, without the existence of the needed Information. This makes the information system forms a basis for- effective planning. The existence of an efficient information system is Important.to provide the information needed for educational planning. So, the research sought to develop the General Directorate-of Information Systems and Decision-Making Support in the Ministry of Education, in order to meet the needs-Of education planning from the needed information, so that it performs its role as a basis for educational , planning. This required revealing of the need of the educational planning for the information system; diagnosis the reality or the General Directorate of Information Systems, and: building. a proposed conception for their" development. The research conducted a codified scientific interview at the Directorate, analyzed relevant ministerial decisions, and analyzed its publications. The research found the .existence of: dysfunction and lack of specialties and responsibilities of the General Directorate of Information Systems, a significant lack of data to be collected, the data cycle does not work well, poor efficiency of data collectors, poor quality of collected data resulting in reduced quality of information, users' needs of information are not assessed, significant lack of produced information which shows that- this Directorate fails to meet the needs of education planning of information, and the great shortage of human resources and the continuous leakage of many skilled competencies, which negatively affects the work of the. Directorate and its efficiency. In general, the General Directorate of Information Systems suffers from many problems that lead to weak efficiency, which results in the failure to meet .the needs of education planning of information. Because of the- lack of information, the .efficiency and effectiveness of educational planning is low. Consequently, the research proposed conception for developing the General Directorate of Information Systems, to meet the needs of education planning of information, and. become -a strong basis for educational planning. Therefore, the research recommended that this conception be pursued seriously. It also recommended that this Directorate must receive adequate and - sufficient attention" as a basis for educational planning, by the- commitment of the State to provide the necessary human, material, and financial resources.
