هدف البحث إلى تقديم وصف كامل لواقع الثقافة التنظيمية لقطاعات الهيئة العامة للتعليم التطبيقي والتدريب بأبعادها وعناصرها في ظل مدخل نظام الجودة الشاملة وإلقاء الضوء على نموذج مدخل إدارة الجودة الشاملة لتطور الفكر الإداري في المؤسسات الكويتية الإنتاجية والخدماتية. وللوقوف على الجوانب الايجابية الداعمة لتطبيق مدخل إدارة الجودة الشاملة لدعمها، ومعالجة الجوانب السلبية، للحد من معوقات الجودة في الإنتاج في قطاعات الهيئة العامة للتعليم التطبيقي والتدريب بدولة الكويت. ولذلك تم تصميم استبانه مكونة من خمسة أبعاد رئيسية وتم تطبيقها على عدد (40) فرد من العاملين بالهيئة العامة للتعليم التطبيقي والتدريب ممن يعملون بالمناصب القيادية الوسطى والعليا. توصل البحث إلى النتائج التالية: تحديث رسم السياسة التعليمية والتدريبية للهيئة العامة للتعليم التطبيقي والتدريب بدولة الكويت في إطار سوق العمل المحلية واحتياجاته وفق استرتيجة الدولة المعتمدة إنشاء وحدة تنظيمية جديدة تتبعها مباشرة، وتضم مجموعة من الخبرات القادرة والمتخصصة في موضوع إدارة الجودة الشاملة، وشرح فلسفة هذا لمدخل إدارة الجودة الشاملة بإطارها الفكري ومتطلبات تطبيقه، وشروط دعائم نجاحه، وعقبات التطبيق وتشجيع العاملين بالمستويات الإدارية كافة على طرح الأفكار والمقترحات التي تعمل على التحسين المستمر من جميع الجوانب، وأن تتقبل هذه الأفكار والمقترحات وتناقشها وتنتقي منها ما يصلح للتنفيذ. بناء نظام للمعلومات يتيح لها القدرة على اتخاذ القرارات السليمة المبنية على معلومات صحيحة ومتاحة في الوقت المناسب لاتخاذ القرار، كما تحرص الهيئة العامة للتعليم التطبيقي والتدريب بدولة الكويت. وتسعى إلى تبادل الخبرة والزيارات مع الدول الرائدة في مجال الإنتاج، والاستفادة من تجارب الدول العالمية الحاصلة على جوائز "الأيزو" في المجالات المختلفة. في ضوء ما سبق تبني البحث مجموعة من التوصيات والمقترحات لزيادة تفعيل ونشر مدخل إدارة الجودة الشاملة في المؤسسات التعليمية والإنتاجية بدولة الكويت.
The present study aims at: Providing a complete description of the current situation of the organizational culture of the sectors of the Public Authority for Applied Education and Training with its dimensions and elements under the total quality approach. Shedding light on the total quality approach model for the development of managerial thought within Kuwaiti productive and service institutions. And identifying the positive aspects supporting the implementation of the total quality management approach, to support it, improve the negative aspects, and reduce the obstacles hindering production quality in the sectors of the Public Authority for Applied Education and Training (PAAET) in Kuwait. Therefore, the researcher designed a questionnaire consisting of five main dimensions. The questionnaire was administered to 40 leaders from middle and upper management of PAAET. This research came up with the following conclusions: Updating this educational and training policy of (PAAET) in Kuwait within the framework of the local labor market and its needs and in accordance with the approved strategy of the State. Establishing a new organizational unit under its direct supervision that has a group of competent experts who are specialized in total quality management and who can explain the philosophy of this total quality management approach, along with its ideological framework, its implementation requirements, the prerequisites of its success, and the impediments to its implementation, Encouraging personnel at all management levels to provide ideas and suggestions that will help continuous improvement in all aspects; accepting these ideas and suggestions; discussing them, and selecting those that can be implemented, Constructing an information system that will enable the Public Authority for Applied Education and Training to take sound decisions that are based on correct and timely information. Paaet in Kuwait also seeks to exchange experience and visits with leading countries in the field of production and benefit by the experiences of those countries that obtained the ISO in different fields. In the light of the foregoing, the present research adopted a group of recommendations and suggestions for enhancing the activation and dissemination of the total quality management approach in educational and productive institutions in Kuwait.
