المستخلص: منذ انهيار حائط برلين في عام 1989 ومعه الأنظمة الاشتراكية في شرق أوروبا، استبشر الغرب بقدوم عصر الديمقراطية التمثيلية الليبرالية. إن الطبيعة الإنسانية، المكرسة للحريات الفردية ولحقوق الإنسان، لا يمكن أن تسير إلا في هذا الاتجاه. أكثر من ذلك، فهذه الديمقراطية الليبرالية من خلال عولمتها واتصافها بالمبدأ الشهير لليبرالية الكلاسيكية أي النفعانيةUtilitarianism ، تقلل من الناحية النظرية وبشكل كبير مخاطر اندلاع الحروب، خاصة الحروب طويلة، الأمد بين الدول الديمقراطية فيما بينها أو مع دول أخرى. ربما نحن أمام أنموذج نظري "باراديكم" لسلام كوني جديد لم يعد فيه المنادون به دولا ذات سيادة بل منظمات غير حكومية فاعلة ممثلة للمجتمع المدني الدولي وذات نفوذ متصاعد في الحوكمة العالمية الحالية؟ هذه المنظمات غير الحكومية الدولية تؤازرها وسائل إعلام عالمية تعمل بالآلية السوسيو-سياسية المعروفة ب "التسمية والتشهير" بحيث تساهم في نشر تقارير هذه المنظمات مما يؤثر على اتجاهات الرأي العام لاسيما أثناء الحملات الانتخابية. إن المعطيات الامبيريقية حول الحروب المندلعة بين الدول منذ نهاية الحرب الباردة تعضد هذا الاتجاه العالمي للسلام لاسيما مع الاستعمال المتزايد للعقوبات الاقتصادية بدل الحرب لحل النزاعات الدولية، ولعل واقع هذا "السلام الجديد" هو امتداد لمشروع "السلام الدائم" الذي نظر له إيمانويل كانط في نهاية القرن الثامن عشر.

Since the collapse of the Berlin Wall in 1989 and with it the socialist regimes of Eastern Europe, the liberal Western world has been in euphoria for the advent of the era of liberal representative democracy. Human nature, dedicated to freedom and human person rights, can only go in this direction. But more that, liberal democracy become globalized with its utilitarianism spirit, it reduces, theoretically and significantly, the threat of wars, especially long ones, between democratic states or versus others states. Perhaps A neo pacifism paradigm is setting up whose instigator is no longer sovereign states but non-governmental organizations ʺNGOsʺ as actors in ascending influence in the current global governance. This influence of NGOs is supported by a strong global media lobbying called: Naming and shaming, used in corroboration to the public opinion and during election campaigns. The empirical evidence of the interstate wars unleashed since the end of the Cold War, and the growing international community's reliance on economic sanctions to resolve international disputes, support the existence of a potential pacifism which extends the «Perpetual peace» Project that Emmanuel Kant had theorized in the 18th century.

Depuis l’écroulement du mur de Berlin en 1989 et avec lui les régimes socialistes de l’est européen, le monde occidental libéral est en euphorie à même de l’avènement de l’ère de la démocratie représentative libérale. La nature humaine, vouée à la liberté et aux droits de la personne humaine, ne peut qu’aller dans ce sens. Mais plus que cela, cette démocratie libérale en se mondialisant avec son esprit d’utilitarisme, réduit théoriquement et significativement les risques de guerres, surtout celles longues, entre Etats démocratiques entre elles ou avec d’autres Etats. Peut-être un paradigme néo pacifiste s’installe dont l’instigateur n’est plus des Etats souverains mais des organisations non gouvernementales ʺONGʺ acteurs en ascendante influence dans la gouvernance mondiale actuelle ? Cette influence des ONG est portée par un fort lobbying médiatique mondialisé appelé dénonciation publique utilisé en corroboration de l’opinion publique et pendant les campagnes électorales. Les données empiriques des guerres interétatiques déclenchées depuis la fin de la Guerre froide et le recours croissant de la société internationale croissant aux sanctions économiques pour résoudre les litiges internationaux appuie l’existence d’un pacifisme potentiel étendant le projet de «paix perpétuelle» qu’Emmanuel Kant avait théorisé à la fin du XVIIIème siècle.
