|b Administration by providing information about the strengths and weaknesses of policies and programs. However, the existence of evaluation is no longer sufficient to improve policy’s effectiveness. The employment policy in Algeria represents an example of this situation characterized by a lot of malfunctions in labor market, and temporary solutions provided to them. Therefore, it is important to adopt a strictly defined methodological framework of evaluation, which gives a clear view of the objectives, content and execution ways of policies and programs and thus, make evaluation possible and easy task.

|a يلعب التقييم دورا هاما في عصرنة الإدارة العمومية، من خلال ما يوفره من معلومات عن نقاط القوة والضعف في البرامج والسياسات. غير أن توفر أجهزة التقييم لا يشكل لوحده أساس تفعيل هذا الدور، وهي حالة سياسة التشغيل في الجزائر، حيث يعاني سوق العمل من العديد من الاختلالات التي لم تعرف سوى حلولا مؤقتة فقط لها. وعلى هذا الأساس، تتجلى ضرورة توفر الإطار المنهجي المحدد بدقة لعملية التقييم، الذي يسمح بإعطاء نظرة واضحة حول أهداف، ومضمون وكيفية تنفيذ البرامج والسياسات، مما يجعل من تقييمها أمرا ممكنا وأكثر سهولة.
