إن انتشار مفهوم الجودة الشاملة واتساع تطبيقاتها قد أحدث تقدما واضحا في كثير من الهياكل الإدارية على مستوى العالم، وبالرغم من أن الباحثين الذين أجروا الأبحاث والدراسات لمختلف المؤسسات الإنتاجية والخدمية لتحقيق النمو والربح هم أصلا أساتذة في التعليم العالي غير أن تطبيق أنظمة الجودة في التعليم العالي لم يتحقق إلا مؤخرا. فالتعليم العالي في عصر الثورة المعرفية يواجه تحديات مختلفة إثر الإنجازات الهائلة في مجال تكنولوجيا الاتصالات، التي أدت إلى تلاشي الحدود بين الدول في ظل العولمة والانفتاح الاقتصادي، فولد تنافسا بين المؤسسات التعليمية لتأهيل وبناء الإنسان الذي أصبح يمثل أحد أهم أركان رأس المال. إن معايير التقويم التي ينبغي أن تكون ملائمة في تقييم الجودة والكفاءة ستصبح ضرورية لوضع البرامج والاستراتيجيات لتحقيق جودة أفضل، حيث إن الحصول على الجودة الأفضل سيكون موقوفا على مدى استيفاء المؤسسة لكل المعايير، وعموما هناك من يرى إن مجمل معايير الجودة في التعليم تنصب على مستويات ثلاثة هي: المدخلات والعمليات التي تجرى على المدخلات والمخرجات بغية الارتقاء بالمواصفات العملية والمهارية لتلك المخرجات. لذا سنحاول في هذه المقالة الإجابة عن التساؤلات التالية: 1- ما هي شروط ومتطلبات تطبيق إدارة الجودة الشاملة في مؤسسات التعليم العالي؟ 2- ما هي استراتيجيات تطبيق إدارة الجودة الشاملة في الجامعات الجزائرية؟

The evaluation criteria that should be appropriate in assessing quality and efficiency will become necessary to develop programs and strategies to achieve better quality. Access to the best quality will depend on the institution meeting all the standards. In general, there are those who believe that the overall quality standards in education are at three levels Inputs and processes on inputs and outputs in order to upgrade the practical and technical specifications of those outputs. Therefore, we will try in this intervention to answer the following questions: 1. What are the possibilities, conditions and requirements of applying TQM in higher education institutions? 2. What are the strategies and priorities for implementing TQM in Algerian universities
