واكبت الجزائر كغيرها من دول العالم الحركية التشريعية في مجال حماية المستهلك نظرا لتطور أنماط وحجم الاستهلاك ونتيجة تزايد المخاطر التي تحدق بالمستهلك خاصة مع تبني الجزائر لاقتصاد الحر وانفتاح الأسواق التجارية. حيث تعتبر حماية المستهلك من القضايا الهامة، خاصة في عصرنا الحالي، حيث قل الوازع الديني لدى الأفراد، كما أن ما شهده العالم من نقلة نوعية، سواء بالنسبة للنواحي الاجتماعية أو الاقتصادية، أدى إلى تغير في إنتاج السلع والخدمات، وبالتالي تغيير في السلوكيات الاستهلاكية لدى المستهلك مهما كان النظام الاقتصادي الذي تطبقه الدولة. بالرغم من تأخر صدور النصوص التنظيمية وما يزال العمل بالنصوص القديمة ساريا حتى الآن، ومع كل هذه العقبات في سيبل تحقيق هذا القانون لحماية حقيقة للمستهلك.

Algeria, like other countries in the world, has kept pace with the legislative movement in the field of consumer protection due to the development of consumption patterns and volume as a result of increasing risks to consumers, especially with Algeria adopting a free economy and opening up commercial markets. Consumer protection is an important issue, especially in our time, where the religious sentiment of individuals has been reduced, and what the world has witnessed is a qualitative leap, both in social and economic terms, has led to a change in the production of goods and services, and thus a change in consumer behaviours, regardless of the economic system applied by the state. Despite the delay in the promulgation of the regulatory texts and the old texts are still in force until now, and with all these obstacles in achieving this law for real protection of the consumer.
