|d Dans le cadre de l’évolution rapide du monde et les conséquences du nouveau système économique dont le principal caractère est la garantie de la liberté économique et la suppression des difficultés et face au flux d’informations et le commerce en marchandises et services ainsi qu’au recours aux regroupements économiques et la pérennité de celui qui détient les éléments de l’évolution technique et capitaliste, le rôle de l’Etat dans la vie publique a connu de nombreuses évolutions depuis le début du 16ème siècle jusqu’à nos jours. La dernière de ces évolutions est celle qu’a connue l’Etat à la fin du 20ème siècle et les premières années du 21ème siècle qui concerne dans son ensemble, la nécessité de diminuer le rôle de l’Etat dans la vie économique et l’orientation vers la privatisation des projets publics.\nDu fait que le système bancaire soit le principal acteur de la réussite économique d’un Etat, car il joue un rôle principal et prépondérant dans l’activité économique et représente la base de l’évolution, il fut un des plus important secteurs qui nécessita une privatisation. Ainsi, le système bancaire algérien n’a pu que suivre cette trajectoire du moment qu’il est passé du système dirigé au système de l’économie du marché. Le système bancaire algérien a connu des évolutions dont la loi sur la monnaie et le crédit représente une orientation déterminante.\n

|a في ظل متغيرات العالم المتسارعة وما أفرزته من نظام اقتصادي جديد أبرز سماته تفعيل الحرية الاقتصادية وإزالة العوائق أمام تدفق المعلومات وتجارة السلع والخدمات، والاتجاه نحو إقامة التكتلات الاقتصادية والبقاء لمن يملك مقومات التقدم التقني والرأسمالي، عرف دور الدولة في الحياة العامة تطورات عديدة منذ بداية القرن السادس عشر حتى الوقت الراهن. آخر هذه التطورات ما عرفه دور الدولة في نهاية القرن العشرين والسنوات الأولى من القرن الحادي والعشرين والتي تصب في مجملها بضرورة تقليص دور الدولة في الحياة الاقتصادية والاتجاه نحو خصخصة المشروعات العامة.\nولما كان النظام البنكي يحتل الصدارة في نجاح اقتصاد أية دولة إذ يلعب دورا أساسيا وبارزا في النشاط الاقتصادي ويشكل مركز النقل والعمود الفقري والقوة الدافعة نحو التطور، كان أحد أهم القطاعات التي وجبت فيها الخصخصة، ولم يكن بالطبع النظام البنكي الجزائري بمنأى عن هذا بل نتيجة لانتقال الجزائر من النظام الموجه إلى نظام اقتصاد السوق عرف مسار المنظومة البنكية الجزائرية تطورا شكل فيه قانون النقد والقرض منعطفا حاسما.\n
