المستخلص: هدفت الدراسة إلى وضع تصور مقترح لتطوير نظام تمويل التعليم في المملكة العربية السعودية وتعرف أهداف ومبررات ومنطلقات التصور وآلية التنفيذ للتصور المقترح لتطوير نظام تمويل التعليم في المملكة العربية السعودية. فرؤية وزارة التعليم في المملكة العربية السعودية منبثقة من الرؤية الوطنية 2030: والتي تنص على "تعليم يدفع بعجلة اقتصادنا الوطني من خلال سد الفجوة بين مخرجات التعليم ومتطلبات سوق العمل، ومنح مزيد من الصلاحيات الإدارية والفنية للقيادات التربوية، وتطوير التعليم العام، وتوجيه الطلاب نحو الخيارات الوظيفية والمهنية المناسبة" إلا أن ذلك يتطلب الإعداد ووضع الأطر الخاصة بالمبادرات التي تدعم هذه الرؤية بحيث تسعى إلى البحث عن مصادر أخرى لتمويل التعليم، وباستخدام نموذج سوات (SWOT) تم بناء تصور مقترح لتطوير نظام تمويل التعليم وفق المنهجية العلمية. وخرجت النتائج تؤكد على اقتصار نشاط المؤسسات التعليمية بالمملكة على الجانب التعليمي والأكاديمي في خلق فجوة كبيرة بين رسالتها في خدمة المجتمع وطاقاتها المعرفية غير المستثمرة، وهذا يستدعي ضرورة إيجاد بدائل لتمويل التعليم والتقليل من الاعتماد على الدعم الحكومي، من خلال تبني استراتيجيات جديدة لسد النقص في الاستثمارات والموارد المالية، خصوصا مع زيادة النمو السكاني، وازدياد الطلب المجتمعي على التعليم العالي. وهذا ما تم تقديمه كتصور مقترح وفق مسارات مقترحة لإيجاد بدائل لتمويل التعليم في المملكة العربية السعودية وفق رؤية 2030.

The study aimed to develop a proposal for the development of the system of funding of education in the Kingdom of Saudi Arabia and to identify the goals and rationale for the outlooks of perception and the mechanism for implementation of the proposed scenario for the development the funding system of education in the Kingdom of Saudi Arabia. The vision of the Ministry of Education in the Kingdom of Saudi Arabia, derived from the National Vision 2030, which provides for the "Education pays the wheel of the national economy through bridging the gap between the educational output and the requirements of the labor market, and the granting of more powers to the administrative, technical and educational leaders, the development of public education, and direct the students toward career and professional options appropriate" but that requires preparation and develop frameworks for private initiatives in support of this vision to seek other sources of funding for education, Using the swat model (SWOT) built imagine a proposal to develop the funding system of education according to the scientific methodology. The results emerged emphasizes the limited activity of educational institutions in the kingdom on the educational and academic in creating a large gap between the letter in community service capacities and knowledge base of non-invested, this calls for the need to find alternatives to finance education, reducing reliance on government support, through the adoption of new strategies to meet the shortage of financial resources and investment, especially with the increase in population growth, and increasing community demand for higher education. This is what has been presented rather as a concept proposed in accordance with the proposed routes to find alternatives to the financing of education in the Kingdom of Saudi Arabia according to the vision of 2030.
