المستخلص: تناولت هذه الدراسة المعوقات التي تحول دون تطبيق مبادئ إدارة الجودة الشاملة في المستشفيات (دراسة حالة مستشفى القضارف التعليمي)، هدفت الدراسة لمعرفة المعوقات التي تحول دون تطبيق مبادئ إدارة الجودة الشاملة في مستشفى القضارف التعليمي باعتباره أحد أهم المنظمات العلاجية في الولاية من خلال تسليط الضوء على القيادات الإدارية في المستشفى ودورها في القيام بعمليات التحسين ومدى وجود ثقافة للجودة الشاملة في المستشفى وكذلك معرفة مدى كفاية موارد المستشفى المالية لعمليات التحسين ومقارنتها مع تكاليف التحسين والتطوير. ولتحقيق أهداف الدراسة، تم استخدام الأساليب الإحصائية مثل التجزئة النصفية واختبار (T-test) والوسط الحسابي والنسب المئوية لاختبار صحة الفروض. توصلت الدراسة إلى أن الإدارة العليا غير مهتمة بتطبيق مبادئ إدارة الجودة الشاملة بالرغم من انتشار ثقافة الجودة الشاملة في الأوساط الإدارية، خلصت الدراسة أيضا إلى أن التكاليف العالية المتعلقة بالجودة وضعف موارد المستشفى المالية تمثل عائقا لتطبيق الجودة الشاملة في المستشفى، كذلك قلة الكوادر الإدارية المؤهلة هي أحد عوائق تطبيق مبادئ إدارة الجودة الشاملة. أوصت الدراسة بالأتي: أن تولي المستشفى اهتماما كافيا بتطبيق إدارة الجودة الشاملة، تخصيص موارد مالية لعمليات التطوير والتحسين، الاهتمام بتوفير الكوادر الإدارية المؤهلة والتي لديها الاهتمام والخبرة في تطبيق الجودة وتدريب العاملين، إنشاء إدارة للجودة الشاملة في المستشفى لوضع الخطط ومتابعة عمليات الجودة وقياسها.

This study dealt with obstacles that hinder the application of the principles of the total quality management in hospitals, the case study of Gedarif Teaching Hospital. This study aimed at identifying obstacles that hinder the application of the total quality management principles in Gedarif Teaching Hospital which is the most important institutions in the State by shedding light on management leadership and its role in doing improvement processes and the extent to which the culture of total quality is existent in the hospital, and also knowing the extent of adequacy of the hospital financial resources in improvement processes and compare them with the costs of improvement and development. To achieve these objectives, the descriptive, analytical method was used, and the study relied on the questionnaire as a tool for data collection from the study sample which was analyzed using statistical methods such as half-split, t-test, arithmetic means and percentages to test the hypotheses0. The study concluded that 0t.op management is not interested in applying the principles of total quality management despite the spread of the culture of total quality in managerial settings; high costs related to quality and the weakness of the hospital financial resources represent an obstacle of applying total quality in the hospital; also lack of qualified managerial cadres is one of the obstacles of applying total quality management in the hospital. The study recommended the following: the hospital should pay enough attention to the application of the total quality management; allocation of financial resources for the improvement and development processes; the concern with the provision of qualified managerial cadres that have the interest and experience in applying the quality and staff training; establishment of total quality administration in the hospital to set plans and follow up the quality processes and measure them.
