|b Our paper aims to identify the factors determining the implementation of a public- Private Partnership in Algeria. Therefore, we are interested in the case of the management contract of the SEAAL. Through a questionnaire survey, we have identified the reasons for its implementation. The results show that the implementation of this PPP is explained by several factors notably: the improvement of the efficiency of the public services of water and sanitation; the existence of a sectorial crisis; the changing demands of users; the deficit in managerial and technical know-how; access to the skills of the private operator; the political choice; and mimicry.

|d Notre papier a pour objectif d’identifier les déterminants d’un partenariat public-privé en Algérie. Pour ce faire, nous nous intéressons au cas du contrat de management de la SEAAL. A travers une enquête par questionnaire, nous avons pu identifier ces facteurs. Il s’agit notamment de: l’amélioration de l’efficacité des services publics de l’eau et de l’assainissement de la capitale; l’existence d’une crise sectorielle; l’évolution de la demande et des attentes des usagers; le déficit en matière de savoir-faire managérial et technique; l’accès aux compétences et à l’expertise de l’opérateur privé; le choix politique; et le mimétisme.
