المستخلص: The new challenge in the educational process is that it is not a process of providing information to learners and measuring the extent to which learners retain this information. Rather, this challenge involves tasks to involve learners in the educational process, simulates their interests, stimulates their attention and maintains a positive direction towards the educational environment. Gamification is a new term inspired by games, especially the elements that are based on them, and is used for purposes other than entertainment without there being a game. Using gamification a system makes it look like a game but not a game and achieves a specific goal. This term can be distinguished from play, as it is a concept that has its own criteria and characteristics that offer a type of play that includes structure, goals, educational content and targeted play. The aim of the present research is to identify the criteria for producing a learning environment based on gamification in light of the goal setting theory. The research used the descriptive approach to answer the research question "What are the criteria necessary to produce a learning environment based on gamification?", And the results of the research reached a set of educational and technological standards after their control by specialists, was monitored in a list of (9) standards, which included (51) Indicator, and accordingly the study recommends the use of these criteria when designing and producing learning environments based on numerical stimuli.
