المستخلص: Scientific and technical development requires speed, accuracy, and proficiency in performance, simplification of administrative procedures, and improvement of the relationship of the individual to the state, which prompted Algeria to consider adopting an advanced strategy at the level of public administration in an effort to move to what is known as E-governance, which has had many impacts on traditional management through the emergence of the rational model of public services. Therefore, the following question emerges, to what extent has e-governance been the cornerstone in eliminating the traditional governance? To answer the very same question, the following questions are put forward: What is e-governance? What is the impact of its application on public service? What is the level of service development after the application of e-administration? We will try to answer the same.

Le développement scientifique et technique exige de la vitesse, la précision et la perfection dans l'exécution, et de simplifier les procédures administratives et d'améliorer la relation de l'état individuel. Ce qui a incité l'Algérie à envisager l'adoption d'une stratégie sophistiquée au niveau de la direction générale dans un effort pour passer à la soi-disant e-gouvernance qui a produit un grand nombre des facteurs qui influent sur la gestion traditionnelle par l'émergence du modèle rationnel des services publics . Et ainsi la mesure dans laquelle la gestion électronique formé la pierre angulaire de l'amélioration du service public? Pour répondre à cette problématique en pose les questions suivantes: quelle est la gouvernance électronique? L'effet appliqué à la fonction publique? Quel est le niveau de développement des secteurs de services après l'application de e-gouvernance? Voilà ce que nous allons essayer de répondre .

إن التطور العلمي والتقني يستوجب السرعة والدقة والإتقان في الأداء، وتبسيط الإجراءات الإدارية وتحسين علاقة الفرد بالدولة. الامر الذي دفع الجزائر إلى التفكير في تبني استراتيجية متطورة على مستوى الإدارة العمومية سعيا منها الى الانتقال الى ما يسمى بالإدارة الالكترونية التي أفرزت العديد من التأثيرات على الإدارة التقليدية من خلال بروز النموذج الرشيد للخدمات العمومية وبالتالي إلى أي مدى شكلت الإدارة الإلكترونية حجر الزاوية في القضاء على الإدارة الالكترونية؟ وللإجابة عن ذلك تطرح الأسئلة التالية: ماهيه الإدارة الإلكترونية؟ تأثير تطبيقها على الخدمة العمومية؟ ما هو مستوى التطور الخدماتي بعد تطبيق الإدارة الإلكترونية؟ وهذا ما سنحاول الإجابة عنه.
