المستخلص: إذا كان الخطاب الملكي لأكتوبر 1999، والذي حدد فيه جلالة الملك التوجهات الكبرى للسلطة عبر تبني مفهوم جديد لها من خلال رسم المعالم الأساسية لفلسفة هذا المفهوم وأبعاده، فقد تم الإعلان عن بعده الاقتصادي أيضا بمبادرة ملكية تجسدت في الرسالة الملكية المتعلقة بالتدبير اللامتمركز للاستثمار في 09 يناير 2002، والتي تضمنت إجراءات عملية لتسريع وثيرة الاستثمار. ومنذ دخول قانون الإطار رقم 95.18 الذي يعتبر بمثابة ميثاق للاستثمار حيز التنفيذ سنة 1996، والسلطات العمومية تعمل على تشجيع الاستثمار والمبادرة الخاصة من خلال جملة من الإجراءات ذات الطبيعة التنظيمية والتشريعية، فضلا عن حوافز ضريبية وجمركية. وإذا كان الوضع بداية قد فرض ضرورة تحمل سلطات اللاتركيز الإداري مهمة خدمة شروط الاستثمار، وهو ما سرع بإحداث المراكز الجهوية للاستثمار كإجراء عملي قصد تبسيط المساطر الإدارية المرتبطة به مع تخويل السادة الولاة والعمال صلاحيات مهمة في هذا المجال كمرحلة أولى. إلا أن الممارسة العملية لمدة زمنية تجاوزت 16 سنة فرضت من جديد وبإلحاح عملية إصلاح ومواكبة، بعد الوقوف على مكتسبات التجربة ومثبطاتها التطبيقية.
