المستخلص: إن قضية تطوير التعليم في المدارس التركمانية هو مشروع قومي من الدرجة الأولى لأنه مفتاح النهوض وهو السبيل الأمثل إلى تحديث الدور ألتركماني لان التعليم هو صمام الأمان للأمن القومي الوطني فيجب أن يكون تطوير التعليم هو في مقدمة أولويات الخطط التنموية لوزارة التربية (قسم الدراسة التركمانية) وان تخصص قدر كبير من ميزانيتها للإنفاق على التعليم ولذلك تتبنى الوزارة برامج التحديث والتطوير بحكم دوره الأساسي في تأسيس الأنسان العراقي والعمل على تنمية قدراته الذاتية وتوسيع خبراته العلمية والعملية. أن المعلم يمارس العديد من الأدوار المرتبطة بالعمل التعليمي داخل غرفة الدرس أو خارجها، وهو أثناء ممارسته لهذه الأدوار وينبغي أن يتحرك في اتجاهات متعددة مع زملائه، وأن يعملوا جميعا بروح الفريق حتى تتكامل جهودهم لتحقيق الأهداف التربوية ولمواجهه العديد من أنواع المشكلات التي تقابلهم أثناء عملهم. أن المستقرئ لتاريخ الأمم والشعوب قديما وحديثا، يستطيع أن يامس صدق الحقيقة التي تقول أن مقاييس التقدم بالنسبة لأى مجتمع بشري لم تعتمد في وقت من الأوقات علي حجم ما تملكه الأمم والشعوب من ثروات طبيعية أو ما تسخره من طاقات مادية، بقدر ما تعتمد علي حصيلة ما تيسره لها ثرواتها البشرية من الرجال والنساء خلقا وسلوكا وعلما ومهارة تولدها العقول، وذلك لآن فلسفة التقدم - في أي زمان ومكان - تعتمد على رصيد الثروة البشرية وكيفية إعدادها وتنميتها للاستفادة بها بل انه لا يمكن عن غير طريق البشر وحدهم تطبيق العلم وتطوير التكنولوجيا وتشجيع التعاون وتطوير التنافس وهي العوامل الحاكمة في تقدم الأمم والمجتمعات. ومن هنا كان الاهتمام بالمعلم والمتعلمين تحقيقا لأهداف المجتمع وتنمية الموارد البشرية. ولذلك في هذا البحث قمت بدراسة المشاكل ذات الأساس ألفلسفي للتوصل إلى حل المشاكل. والهدف معرفة المشاكل ألتي يعاني منها الطلاب خلال ألسنة ألدراسية وذلك بأخذ أراء المدرسين وخاصة في المراحل ألمتوسطة في المدارس التركمانية الأساسية والاستفادة من مقترحات وتوجيهات المدرسين بما تتعلق بهاذه المشاكل وعلى سبيل ألمثال (عدد ساعات الحصص) – (المنهاج ألمطول) – (تكرار المواضيع بدون فائدة) - (والقليل من ألتطرق للتراث والأدب ألتركماني) – (وعدم ألدقة في اختيار الأسئلة في الامتحانات ألوزارية). وفي النهاية أتمنى من عملي في هذا البحث قد قدمت ألقليل للدراسة التركمانية من خلال عرضي للمشاكل مع الأمثلة.

The issue of developing education in the Turkmen schools is a national project of the first degree because it is the key to advancement. It is the best way to modernize the role of the Turkmen because education is the safety valve for national and patriotic security. The development of education should be one of the priorities of the development plans of the Ministry of Education (Department of Turkmen Study). A large part of its budget should be allocated to education spending. Therefore, the Ministry adopts modernization and development programs because of its basic role in establishing the Iraqi people, and to develop its own capacities and expanding its scientific and practical expertise. The teacher is practicing many roles associated with the work of education in the classroom or outside, which is in the exercise of these roles should move in multiple directions with colleagues, and all work as team spirit to complement their efforts to achieve the educational objectives to face many of the sorts of problems encountered during their work. The extrapolation of the history of nations and peoples, ancient and modern, can touch the truth of the fact that the measures of progress for any human society have never depended on the size of the nations and peoples of natural wealth or the material resources. As much as depends on the outcome of what it facilitates of human resources from men and women of ethics and conduct ,knowledge and skill produced by minds because ,the philosophy of progress - at any time and place - depends on the balance of human wealth and how to prepare and develop it to benefit from it. It Can only be by human being to apply science, develop technology, encourage cooperation and develop competition, the Factors which governing the nations and societies progress. Hence, the attention was given to the teachers and learners to achieve the goals of society and the development of human resources. Therefore, in this research, I have studied the problems with philosophical basis to solve the problems. The aim is to identify the problems experienced by students during academic years by taking the views of teachers, especially in the intermediate stages of the basic Turkmen schools, and to benefit from the suggestions and instructions of teachers regarding these problems. For example (number of lesson (period) hours) (the prolonged curricula, repetition of topics without getting a benefit of it, lack of dealing with the heritage and literature of Turkmen) - ( inaccuracy of choosing the questions in the general exams). In the end I hope that my effort in this research has provided a little for the Turkmen study by presenting problems with examples.
