|b The study aimed to examine the role of effective administrative policies in enhancing the efficiency of human resources at hospitals in Gaza Strip through identifying the experiments and the administrative practices that enhance the efficiency of human resources and to provide necessary recommendations for their development and consolidation in ways which empowers the human element to achieve the objectives and to contribute to avoid the problems in the future. This study used the descriptive analytical approach. The questionnaire was designed to collect data. It included 45 items distributed in to four dimensions. 70 questionnaires were distributed to middle and senior management staff at hospitals of Gaza Strip. The results of the study showed a positive correlation between administrative policy and enhancement of the efficiency of human resources. The most important recommendations were the need to develop leadership skills through training and involving employees in decision-making and the development of regulations concerning administrative policies and keep up with rapid global developments.

|a هدفت الدراسة إلى التعرف على دور السياسات الإدارية في تعزيز كفاءة الموارد البشرية لدى مستشفيات قطاع غزة، وذلك من خلال معرفة التجارب والممارسات الإدارية التي تعزز كفاءة الموارد البشرية، وتقديم التوصيات اللازمة لتنميتها وترسيخها، وهذا يؤدي إلى قيام العنصر البشري بتحقيق الأهداف المراد تنفيذها وأيضاً يسهم في تفادي حدوث المشكلات ومعالجتها مستقبلاً. اعتمدت هذه الدراسة على المنهج الوصفي والتحليلي وصممت الاستبانة لجمع البيانات، حيث اشتملت على 45 فقرة موزعة على أربع مجالات، ووزعت 70 استبانة على الإدارة العليا والوسطى في مستشفيات قطاع غزة، أظهرت نتائج الدراسة عن وجود علاقه طردية إيجابية بين كل من السياسة الإدارية وتعزيز كفاءة الموارد البشرية، وكانت أهم التوصيات ضرورة تطوير المهارات القيادية عن طريق التدريب وإشراك العاملين في عملية اتخاذ القرارات، والعمل على تطوير اللوائح والأنظمة الخاصة بالسياسات الإدارية، ومواكبة التطورات العالمية المتسارعة.
