تشكل الأمراض العديد من الأزمات التي دعت الحاجة لتطبيق نظام التأمين الصحي الشامل والذي أصبح ضرورة سياسية اجتماعية اقتصادية، لذلك يسعى البحث للكشف عن تحديات ومتطلبات تطبيق نظام التأمين الصحي الجديد 2019 لتطوير القطاع الصحي في مصر، ويهدف البحث لمحاولة الكشف عن أسباب ضعف كيان التأمين الصحي الحالي، ومبررات إصدار قانون لتخفيف العبء العلاجي على المؤمن عليهم وتوفير العلاج للشرائح الضعيفة، ويشمل مجتمع البحث جميع الأفراد المستفيدين من خدمة التأمين الصحي بمحافظة (بورسعيد)، وتم الاعتماد على العينة العمدية لمترددين التأمين الصحي وحددت حجم العينة بــــ 157 مفردة، وتوصلت نتائج البحث أن نظام التأمين الصحي الجديد يعمل وفق خطط مدروسة مسبقا، وغالبية المرضى يرغبون في تطبيق أسس الجودة للوصول للرضا عن الخدمات المقدمة، أشارت عينة البحث أن نظام التأمين الصحي السابق لم يطبق بطريقة سليمة لوجود تشوهات يرغب الجميع بتصحيحها، ووضح البحث وجود أجهزة طبية حديثة تستخدم في العلاج، وكشف البحث الدور الفعال للتأمين الصحي في علاج المرضى دون تحميل المرضى أي أعباء مادية من خلال تحويلهم لمستشفيات متخصصة والقيام بتحمل تكاليف العلاج.
