|a تسلط تلك الدراسة الضوء على المرحلة والظرفية الراهنة التي تعصف بالدولة الليبية ومخاطر تلك الظرفية وما تسببه من سيولة على مستوى مؤسساتها وما تسببه من انفراط عقد الأمن والاستقرار في الدولة لذا يسعى الباحث لرصد مفهوم الدولة الليبية ونشأتها ومدى قدرة الدولة على محاربة ظرفية السيولة حتى لا تصل إلى الانقضاء الظرفي، لذا تمثلت أبرز محاور تلك الدراسة في أبرز التحديات التي تعصف بالداخل الليبي والتي تساهم بنحو أو بآخر في تلك الظرفية الراهنة ولعل من أبرز تلك التحديات تلك المتصلة بالشرعية السياسية الليبية، ثم الانتقال إلى التحديات الأمنية والعسكرية ومنه إلى التحديات الاقتصادية والاجتماعية والثقافية هذا بالإضافة إلى تحديات النخبة الليبية فضلا عن التحديات المتصلة بالظاهرة الإرهابية وأخيرا التحديات الإقليمية، ثم انتقل الباحث على رصد المؤشرات الحيوية للدولة الليبية ومنه إلى الطموحات المستقبلية التي يمكن البناء عليها لمستقبل آمن لتلك الدولة.

|b This study sheds light on the current and circumstantial stage that affects on the Libyan state, the risks of that circumstance and the liquidity that will be extended to multiple levels from her institutions to the security and stability in the country, so the researcher seeks to monitor the concept of the Libyan state and its origin and the extent of the state's ability to fight the circumstance of liquidity so that it does not reach Situational lapse, Therefore, the most prominent axes of that study were represented in the most prominent challenges that afflict the Libyan interior, which contribute in one way or another to this current circumstance, and perhaps the most prominent of those challenges are those related to Libyan political legitimacy, then the transition to security and military challenges and from it to economic, social and cultural challenges in this in addition to the challenges of the elite Libyan as well as the challenges related to the terrorist phenomenon and finally regional challenges Then the researcher moved to follow and monitor the vital signs of the Libyan state and from it to the future aspirations that can be built upon for a safe future for that country.
