المستخلص: The study aimed to identify the requirements of applying e-learning in light of the Covid-19 pandemic at Al-Quds Open University and the ways to develop it from the perspective of its employees and provide full support for e-learning in the universities. Study Sample: The study sample consisted of (70) administrators and academics, from the group of Administrators and academics at Al-Quds Open University in the North and Gaza branches. They were chosen according to gender, educational qualification, years of experience, and training courses. The researchers followed in their study the descriptive analytical approach which appropriate to the nature of the phenomenon and the subject of the study, and to achieve the objectives of the study, the researchers used a questionnaire consisting of (19) sections, distributed on the areas of the questionnaire. The study reached several results, most notably are: The first field of requirements for implementing e-learning under Covid-19 pandemic has attained a relative weight of (80.00%) to a large degree. And that the field of requirements for implementing e-learning under Covid-19 pandemic has attained a relative weight of (81.60%), to a large degree. The results of the study also showed that there are no statistically significant differences for the requirements of applying e-learning in light of Covid-19 pandemic at Al-Quds Open University, and the ways to develop it from the perspective of workers in it are attributed to the gender variable, and the educational qualification at the level of significance (0.05). The results also showed that there are statistically significant differences for the requirements of applying e-learning in light of Covid-19 pandemic at Al-Quds Open University and the ways to develop it from the perspective of its employees are attributed to years of experience in favor of the category (more than 15 years), and training courses in favor of the category (more than 10 courses Training. In light of these results, the study recommended to strengthening the educational and electronic learning process and providing all necessary support for academics and administrators in using the electronic education to improve the quality of education, provided to students of Gaza Strip at the university through the points presented by the study.

هدفت الدراسة إلى التعرف على متطلبات تطبيق التعليم الإلكتروني في ظل جائحة كورونا في جامعة القدس المفتوحة وسبل تطويره من وجهة نظر العاملين فيها وتقديم الدعم الكامل للتعلم الإلكتروني داخل الجامعات. وتكونت عينة الدراسة من (70) إداري وأكاديمي، من مجموع الإداريين والأكاديميين في جامعة القدس المفتوحة لفرعي الشمال وغزة. وتم اختيارهم حسب الجنس، والمؤهل العلمي، وسنوات الخبرة، والدورات التدريبية. واتبع الباحثان في دراستهما المنهج الوصفي التحليلي الملائم لطبيعة الظاهرة وموضوع الدراسة، وتحقيقاً لأهداف الدراسة استخدم الباحثان استبانة مكونة من (19) فقرة موزعة على مجالات الاستبانة. وتوصلت الدراسة إلى عدة نتائج أبرزها: أن المجال الأول لمتطلبات تطبيق التعليم الإلكتروني في ظل جائحة كورونا حاز على وزن نسبي (80.00%) بدرجة كبيرة. وأن المجال الثاني لمتطلبات تطبيق التعليم الإلكتروني في ظل جائحة كورونا حاز على وزن نسبي (81.60%) بدرجة كبيرة. كما أظهرت نتائج الدراسة أنه لا توجد فروق ذات دلالة إحصائية لمتطلبات تطبيق التعليم الإلكتروني في ظل جائحة كرونا في جامعة القدس المفتوحة وسبل تطويره من وجهة نظر العاملين فيها تعزى إلى متغير الجنس والمؤهل العلمي عند مستوى دلالة (0.05). كما أظهرت النتائج أنه توجد فروق ذات دلالة إحصائية لمتطلبات تطبيق التعليم الإلكتروني في ظل جائحة كرونا في جامعة القدس المفتوحة وسبل تطويره من وجهة نظر العاملين فيها تعزى إلى سنوات الخبرة لصالح الفئة (أكثر من 15 سنة)، والدورات التدريبية لصالح الفئة (أكثر من 10 دورات تدريبية). وفي ضوء النتائج أوصت الدراسة بتعزيز العملية التعليمية التعلمية الإلكترونية والعمل على توفير كل ما يلزم من دعم للأكاديميين والإداريين في استخدام التعليم الإلكتروني لتحسين نوعية التعليم المقدم لطلبة قطاع غزة في الجامعة من خلال النقاط التي قدمتها الدراسة.
