المستخلص: هدفت هذه الدراسة إلى التعرف على واقع الشفافية الإدارية ومتطلبات تطبيقها على القطاعات الحكومية لتصبح نهجا يسهم في بناء منظومة قيمية تدعو إلى النزاهة والمساءلة في منظمات المجتمع المدني (العامة والخاصة)، وكيفية تعزيز تلك المفاهيم وترسيخ مضامينها. فالدراسة أظهرت إن تطبيق مفهوم الشفافية الإدارية على القطاعات الحكومة يحقق العديد من الفوائد ومنها تعزيز دور الولاء لدى العاملين، وزيادة إنتاجيتهم، وشد هممهم، وترسيخ قيم التعاون وتضافر الجهود من أجل الوصول إلى حل جميع المشكلات لدى القطاعين العام والخاص. كما أن مصطلح الشفافية من المفاهيم الإدارية الحديثة المتطورة التي يجب على جميع المنظمات الإدارية الأخذ بها لما لها من أهمية في إحداث إدارة ناجحة تحاول معالجة العديد من المشاكل الإدارية كغموض في القوانين واللوائح المعمول بها ومحاولة إيجاد سبل لتبسيط الإجراءات من أجل مكافحة الفساد الإداري وإن زيادة الشفافية تساهم في زيادة درجة الثقة التي تمنحها المنظمات لموظفيها والمواطنين المراجعين للحصول على الخدمات التي يريدونها.

This study aimed to identify the reality of governmental administrative transparency and the requirements of its application to the governmental sectors to become approaches that contribute to building a value system that calls for integrity and accountability in public and private civil society organizations, and How to strengthen those concepts and consolidate their contents. The study showed that the application of the concept of administrative transparency on the government sectors achieve many benefits, including enhancing the role of loyalty to employees, Increase their productivity and reinforcement their values and strengthen the values of cooperation and concerted efforts to solve all problems in the public and private sectors. The term transparency is one of the most advanced management concepts that all organizations must adopt because of their importance in successful management events. They try to address many administrative problems, ambiguity in the laws and regulations in force and try to find ways to simplify procedures in order to combat administrative corruption.
