The phenomenon of asylum, refugee movements and the resulting difficulties have exacerbated the problems associated with receiving the increasing numbers of refugees and asylum seekers in light of the somewhat difficult economic and social conditions. International protection of refugees is a basic and humanitarian responsibility. It is the responsibility of the United Nations High Commissioner for Refugees, as it exercises its humanitarian functions in protecting and assisting refugees. This requires full cooperation with countries. Given the magnitude and complexity of the refugee problem today, the need for full cooperation has become stronger than before‘ The principle of non-refoulement is one of the basic principles in the asylum law, as it is the basic guarantee that protects a person from falling into the hands of those trying to persecute him, and since the asylum seeker is a potential refugee, he must benefit from this principle until a decision is taken on his asylum application.
