|a أصبح تطبيق الإدارة الإلكترونية على مستوى قطاعات الخدمات العامة والخاصة يشكل ثورة خدماتية ويمثل توجهاً حتمياً لا غنى عنه في عصر التكنولوجيا ورقمنة كافة مجالات الحياة، وترتب عنها تطوير وعصرنة العديد من القطاعات العامة والخاصة على حد سواء، ولما كانت الجماعات الإقليمية من أهم الهيئات الإدارية في الدولة باعتبارها همزة الوصل بين الحكومة والمواطن على المستوى المحلي والمسؤول الأول عن تقديم الخدمات الإدارية للمواطنين لذا اهتمت الحكومة مؤخراً بما يطلق عليه رقمنة الخدمات الحكومية والاقتصاد القومي، واتخذت الحكومة خطوات كبيرة لمواكبة العصر، ورغم كل ما تم إنجازه، إلا أن هناك بعض التحديات التي تقف في مواجهة عملية الرقمنة، خاصة فيما يتعلق بتعميمها وتطبيقاتها وسط كبار السن ومحدودي الثقافة، وكذلك في الأرياف وهو الأمر الذى دعا الخبراء إلى طرح الحلول من خلال البرامج المصورة والصوتية، التي تأتي بنتائج إيجابية مع تطبيق برامج الذكاء الاصطناعي، التي تجعل مثل هذه الفئات تتفاعل بسرعة ودقة عالية مع هذه الأجهزة .في ظل السعي الحكومي لمواجهة ظاهرة انتشار الفساد في المؤسسات الرسمية، اتخذت مصر خطوات مهمة تدفع للتحول نحو الخدمات الإلكترونية، لخفض تكاليف المعاملات الحكومية والفردية، وتسهيل الخدمات وتسريعها ورفع مستوى المعيشة.
