|a النظام التربوي هو الركيزة الأساسية للتعليم في أي بلد والمستجدات الحاصلة من تغيرات على الصعيد العالمي تتطلب مواكبة لهذه التحولات على جميع الأصعدة ومن الضروري إجراء إصلاح للوصول إلى مخرجات كما ونوعا والذي لا يأتي بصورة فجائية إنما يكون بالتدريج وللمعلم أهمية من حيث الدور في النظام ومن خلال مراعاة الإصلاحات التربوية لظروف المعلم واتجاهاته يتسنى له أن يكون فاعلاً رئيسياً وأساسياً في عملية الإصلاح التربوي حتى يتم تحقيق مجموعة من الأهداف التي سعى إليها هذا الإصلاح في ظل مراعاة متطلبات المجتمع بصفة عامة قصد تحقيق حياة أيسر له وإعداده للتغيرات الحاصلة في إطار تكنولوجية العولمة.
