المستخلص: يعالج موضوع البحث أحد المحاور الأساسية التي اهتم بها المجتمع الدولي بصفة عامة والمملكة العربية السعودية بصفة خاصة، لكونه يكرس أحد حقوق الأساسية للإنسان ألا وهو حق العيش في بيئة سليمة، وتزداد أهميته؛ خاصة في ظل تنامي الأخطار الناجمة عن التلوث، وتطرح الدراسة إشكالية بحثية تتمثل في الـدور الـذي تلعبـه الأنظمة بمختلف أنواعها في حماية البيئية، ومدى قدرتها للتوفيق بين حماية البيئة والتنمية الاقتصادية التي تسعى الدولة لتحقيقها. وإجابة عن إشكالية الموضوع، اعتمدت على المنـهج الوصفي التحليلـي مـن خـلال تحليل النصوص القانونية المنظمة للآليات المتخذة مـن قبـل المنظم السعودي في مجـال حمايـة البيئة، وقسمت موضوع البحث إلى ثلاثة فصول بالإضافة إلى مقدمة عامة نوضح فيها أهمية البحث وأهدافه وأسباب اختياره ومشكلاته والمنهج المعتمد وخطـة البحـث وغيرها مـن العناصر الضرورية. بينما تناولنا في الفصل التمهيدي مفهوم حماية للبيئية بالمملكة العربية السعودية وأساسها القانوني بالمملكة العربية السعودية، أما الفصل الأول خصصته للحماية الإدارية للبيئة بالمملكة العربية السعودية، وأخيرا عالجت في الفصل الثاني الحماية الجنائية للبيئة بالمملكة العربية السعودية. وخلصنا في نهاية الدراسة أن المملكة العربية السعودية أولت اهتماما كبيرا للبيئة الآن أن هذه الأنظمة متفرقة، الأمر الذي يستدعي تدخل المنظم لوضع نظام بيئي موحد يهتم بجميع المكونات البيئية لتفادي التشتت والتعدد التشريعي الموجود بالمملكة.

The research topic deals with one of the main axes that the international community in general and the Kingdom of Saudi Arabia in particular paid attention to, as it consecrates one of the basic rights of the human being, which is the right to live in a healthy environment, and its importance increases. Especially in light of the growing dangers resulting from pollution, and the study raises a research problem represented in the role that various types of systems play in protecting the environment, and the extent of their ability to reconcile between environmental protection and economic development that the state seeks to achieve. In response to the problematic of the topic, I relied on the descriptive and analytical approach through analyzing the legal texts regulating the mechanisms taken by the Saudi regulator in the field of environmental protection, The research topic was divided into three chapters in addition to a general introduction in which we explain the importance of the research, its objectives, reasons for choosing it, its problems, the approach adopted, the research plan and other necessary elements. While we discussed in the introductory chapter the concept of environmental protection in the Kingdom of Saudi Arabia and its legal basis in the Kingdom of Saudi Arabia, while the first chapter is devoted to the administrative protection of the environment in the Kingdom of Saudi Arabia, and finally, in the second chapter, the criminal protection of the environment in the Kingdom of Saudi Arabia is dealt with. We concluded at the end of the study that the Kingdom of Saudi Arabia has paid great attention to the environment now that these systems are dispersed, which calls for the intervention of the regulator to set up a unified environmental system that takes care of all environmental components to avoid dispersion and legislative plurality in the Kingdom.
