المستخلص: تهدف الدراسة إلى التعرف على أهم التحديات والصعوبات الإدارية والمالية التي تواجهها المكتبات العامة في دولة الكويت، وأثر ذلك على استمرارية تقديم الخدمات المكتبية للمستفيدين. ويتكون مجتمع الدراسة من موظفي المكتبات العامة في دولة الكويت (ذكورا وإناثا) وعددهم (142) مشاركا، وتم استخدام العينة العشوائية في توزيع الاستبانات، واستخدمت الدراسة المنهج الوصفي التحليلي في قياس مستوى التحديات والصعوبات الإدارية والمالية للمكتبات العامة في دولة الكويت، استخدم الباحثون نظما إحصائية عن طريق برامج إحصائية جاهزة كحزمة Package for Social Science (SPSS) Statistical، بهدف تحليل الإحصائيات المستخدمة في نتائج الدراسة، وتحليل العلاقات الناتجة بين متغيرات الدراسة ومحاورها، وخلصت الدراسة إلى أن هناك قصورا من الجانب المادي في تطوير خدمات المكتبات العامة في دولة الكويت، وأن الميزانية التي ترصدها الإدارة غير كافية في ظل التطور المعلوماتي، كما اكتشف الباحثون بأن إدارة المكتبات العامة في دولة الكويت لا تملك استراتيجية واضحة في عملية تطوير المكتبات وخدماتها، كذلك أكد العاملون وبنسبة (85.6%) أن من أكثر التحديات والصعوبات التي تواجه المكتبات العامة على المستوى العالمي هي التكنولوجيا وظهور الأجهزة المحمولة وسرعة الحصول على المعلومات، ونتج عن ذلك عزوف الناس عن زيارة المكتبات العامة. وقام الباحثون بتقديم العديد من التوصيات والمقترحات اللازمة التي من شأنها رفع مستوى الخدمات وتحقيق الأهداف للمكتبات العامة، وكذلك التوصيات الخاصة في الدراسات المستقبلية التي تفيد الباحثين في المجال نفسه.

This study aims to clarify the most important administrative and financial challenges and obstacles that face the public libraries in the State of Kuwait, and the influence of this on the continuity to offer library services to the recipients. The study applied on public libraries employees in the State of Kuwait (male and female) and they are (142) participants. The random sample was used to answer questionnaires. The study used the descriptive analytical method to measure the level of challenges and administrative and financial difficulties of public libraries in the State of Kuwait. The researchers used statistical systems through readymade statistical programs such as the Statistical Package for Social Science (SPSS), to analyze the statistics used in the results of the study, and to analyze the relations that resulted between the variables of the study and its topics. The study showed that there is a lack from the financial role to develop the public library services in the State of Kuwait. It showed also that the budget offered by the management is not sufficient because of the development of information. The researcher discovered that the management of public libraries in the State of Kuwait does not have a clear strategy in the process of developing libraries and services, as workers (85.6%) approved that one of the most challenges and difficulties face public libraries all over the world is technology, the appearance of mobile devices and the speed to get information. Consequently, people became reluctant to visit public libraries. The researchers offered many important recommendations and proposals to increase the level of services and to achieve the objectives of public libraries. In addition, there are special recommendations to upcoming studies that help researchers in the same field.
