المستخلص: لقد تصاعد الاهتمام بموضوع المواطنة في مصر خلال السنوات الأخيرة، لدرجة أنه تحول إلى ملف مفتوح على دائرة البحث والنقاش، سواء على مستوي المؤسسات الرسمية أو منظمات المجتمع المدني أو حتى الأطروحات الأكاديمية، وبالتالي كان المدخل المحوري في تناول قضية المواطنة محكوم بمجموعة من الضوابط في مقدمتها المنظومات الدينية والقيمية والعرفية، فالمسلم محكوم بشريعة الإسلام التي حددت له الفرض والواجب والمباح والحرام، ولا يرضي لنفسه أن يحيد عنها، والإنسان السوي يأبي تحدي المنظومة القيمية والعرفية السائدة في المجتمع الذي يعيش فيه مادامت لا تتعارض مع المنظومة الدينية. وكان للمجتمع المدني وتنظيماته التي تعمل في مجال رعاية الأفراد دور في نشر ثقافة المواطنة، وتأكيد قيم الولاء والانتماء وغيرها من الأنشطة والمجالات التي أصبحت ضرورة تفرضها القيم والتقاليد، وتساهم في إرساء قيم المواطنة وتعزيزها وتعميقها لدي الشباب ليتمكنوا من الاندماج في مجتمعهم، والمشاركة الفعالة في الحياة السياسية والاجتماعية كمواطنين بما يحقق لهم حياة كريمة. وتوصلت الدراسة إلى أن مؤسسات الدولة جميعا سواء أكانت رسمية أو منظمات أهلية هي الجهات المنوط بها تربية الشباب حتى يصبحوا مواطنين مكتملي المواطنة، وهذا يتطلب ضرورة تعميق الانتماء والولاء للوطن وتدعيم الإحساس بالانضباط ومراعاة الجدية في السلوك. وأن الجمعيات الأهلية تساهم بشكل فعال في نشر ثقافة حقوق الإنسان بصفة عامة، باستخدام العديد من الوسائل الإعلامية لنشر الوعي بالحقوق الاجتماعية، ونشر ثقافة المواطنة والتسامح الديني بين أبناء المجتمع.

The interest in the issue of citizenship in Egypt has increased in recent years, to the extent that it has turned into an open file for research and discussion, whether at the level of official institutions, civil society organizations or even academic theses, and therefore the pivotal approach to addressing the issue of citizenship was governed by a set of controls in the forefront Religious, value, and customary systems. A Muslim is governed by the Sharia of Islam, which defines for him the obligation, the duty, the permissible and the forbidden, and he does not accept for himself to deviate from them, and a normal person refuses to challenge the value system and customary prevailing in the society in which he lives as long as it does not conflict with the religious system. Civil society and its organizations that work in the field of care for individuals have had a role in spreading the culture of citizenship, emphasizing the values of loyalty and belonging and other activities and areas that have become a necessity imposed by values and traditions, and contribute to establishing, strengthening and deepening the values of citizenship among young people so that they can integrate into their society and actively participate in life political and social as citizens in order to achieve a decent life for them. The study concluded that all state institutions, whether official or non-governmental organizations, are the bodies entrusted with educating young people until they become citizens with full citizenship, and this requires the necessity of deepening belonging and loyalty to the homeland and strengthening the sense of discipline and taking into account the seriousness of behavior. And civil associations actively contribute to spreading the culture of human rights in general, by using many media means to spread awareness of social rights, and to spread the culture of citizenship and religious tolerance among the members of society.
