المستخلص: يتمثل الهدف الرئيسي للبحث في تحديد مؤشرات بناء قدرات المنظمات العامة المبدعة وأثرها على تحقيق التميز المؤسسي للمنظمات العامة في ضوع النموذج الأوروبي للتميز (EFQM 2020)، وذلك للوقوف على العناصر والمؤشرات التي يمكن أن تتبناها المنظمات العامة لتحقيق مستويات مرضية من الأداء بما ينعكس على جودة مخرجاتها. ولتحقيق أهداف الدراسة استخدم الباحث في ضوء الفروض التي سيتم اختبارها واستنادا إلى طبيعة عينة الدراسة التي تتضمن فئة العاملين بالبنك المركزي، المصري بمحافظة الإسكندرية وعددهم (١٢٠) مفردة، تم استخدام نوعين من أنوع الأساليب الإحصائية وهما: أساليب الإحصاء الوصفي: حيث تم استخدام الأوساط الحسابية والانحرافات المعيارية وكذلك معاملات الاختلاف وذلك لقيم استجابات أفراد العينة لفقرات الاستبانة، أساليب الإحصاء الاستدلالي: تم استخدام تحليل الارتباط الخطى لبيرسون، والانحدار الخطي البسيط لدراسة أثر كل متغير مستقل على المتغير التابع، كما تم استخدام الانحدار الخطى المتعدد لدراسة عدة متغيرات مستقلة على المتغير التابع. وتوصلت الدراسة لعدد من النتائج من أبرزها: وجود علاقة ذات دلالة إحصائية بين مؤشرات بناء قدرات المنظمات العامة المبدعة فيما يتعلق بــــ (المنظمة ككل/ الإدارة العليا/ فرق العمل/ الأفراد) والتميز المؤسسي للمنظمات العامة في ضوء النموذج الأوروبي للتميز (EFQM 2020). كما تمثلت الأهمية النسبية لآراء أفراد عينة الدراسة فيما يتعلق بمعايير التميز المؤسسي للمنظمات العامة في ضوء النموذج الأوروبي للتميز (EFQM 2020)، حيث جاء الترتيب كما يلي: الغاية والرؤية والاستراتيجية، بناء قيمة مستدامة، قيادة الأداء والتحول، إشراك المعنيين، الأداء الاستراتيجي والتشغيلي، انطباعات المعنيين، وأخيرا الثقافة المؤسسية والقيادة. ولقد توصلت الدراسة لعدد من التوصيات جاء أهمها في: ضرورة تبني المنظمات العامة معايير النموذج الأوروبي للتميز (EFQM 2020) كمدخل لتطوير الأداء والتميز المؤسسي، والعمل على تهيئة البيئة الممكنة لبناء القدرات الداخلية في إدارة عملياتها بصورة تضمن مرونة الأداء، وتحقق رغبات وتطلعات كافة الأطراف ذات الصلة بما يعزز مفاهيم الاستدامة المؤسسية Institutional Sustainability.

The main objective of the research is to identify indicators of capacity erection for creative public organizations and their impact on achieving institutional excellence for public organizations according to the European Excellence Model (EFQM 2020), in order to identify the elements and indicators that public organizations can adopt to achieve satisfactory levels of performance, which is reflected on the quality of their outputs. To achieve the objectives of the study, the researcher used according to the hypotheses that will be tested and based on the nature of the study sample, which includes the Central Bank of Egypt in the Alexandria governorate employees, and their number is (120), two types of statistical methods were used: Descriptive statistics methods: where arithmetic means and deviations were used. Normative as well as coefficients of variation for the values of the responses of the sample members to the items of the questionnaire, inferential statistics methods: Pearson's linear correlation analysis, and simple linear regression were used to study the effect of each independent variable on the dependent variable, and multiple linear regression was used to study several independent variables on the dependent variable. The study reached a number of results, the most important points are: There is a statistically significant relationship between the indicators of capacity erection for creative public organizations with regard to (the organization as a whole I top management I work teams I individuals) and institutional excellence for public organizations according to the European Excellence Model (EFQM 2020). The relative importance of the opinions of the study sample members regarding the standards of institutional excellence for public organizations according to the European Excellence Model (EFQM 2020), where the arrangement was as follows: purpose, vision and strategy, building sustainable value, performance leadership and transformation, stakeholder involvement, strategic and operational performance, Stakeholders' impressions, and finally, corporate culture and leadership. The study reached several recommendations, which are: The need for public organizations to adopt the standards of the European Model of Excellence (EFQM 2020) as an entry point for developing performance and institutional excellence, and working to create the possible environment for building internal capacities to manage their operations in a way that ensures flexibility of performance, and fulfills the wishes and aspirations with all parties with Relevancy to what enhances the concepts of institutional sustainability.
