المستخلص: هدفت الدراسة إلى التعريف بمفهوم التمكين الذكي ودوره في تحسين الأداء المؤسسي الأمني، من خلال تبني المؤسسات الأمنية أنماطا وأساليب إدارية متجددة، بجانب استثمار نظم وبرامج الإدارة الرقمية وتطبيقاتها الذكية التي تمكنها من التكيف مع هذه المعطيات العصرية المستحدثة، حيث تبرز الإدارة الرقمية كمدخل فعال ومتكامل لتوظيف الإمكانيات التي توفرها التكنولوجيا المتقدمة، مثل الذكاء الاصطناعي والتعاملات الرقمية لتوفير القيمة المضافة لمتعامليها بفاعلية واستدامة من خلال تطبيق أفضل ممارسات لنظم وبرامج الإدارة الرقمية، كقوة دافعة ومحرك رئيسي لتحقيق نقلة نوعية نحو تحسين الأداء بالمؤسسات الأمنية. وقد تم استخدم الأسلوب الوصفي للجانب النظري والتحليلي الكيفي لعناصر الدراسة، لتقديم إطار علمي شامل لمفهوم التمكين الذكي، لتحقيق الاستفادة القصوى للإدارة المؤسسية من بنيتها التحتية الرقمية في تحسين الأداء بالمؤسسات الأمنية على الوجه الخاص، لضمان استدامة النتائج والمخرجات الإيجابية. وقد توصلت الدراسة إلى جملة من النتائج وتوصيات ومقترحات، منها ضرورة الإدراك والفهم الصحيح بمفهوم التمكين الذكي، ودوره في تحسين الأداء المؤسسي الأمني من خلال عرض المفاهيم الأساسية للإدارة الرقمية وتطبيقاتها الذكية، وكذلك ماهية الأداء المؤسسي ومقوماته، بالإضافة إلى بيان الأساليب الحديثة لاستخدام وتطبيق الخدمات الرقمية- الذكية في مختلف أعمال المؤسسة الأمنية وعملياتها الرئيسية والمساندة، وتطوير وتطبيق الخطط والسياسات الداعمة لذلك لتحسين الأداء المؤسسي الأمني، وسبل الاستفادة منها لتحسين الخدمات، ورفع مستوى سعادة المتعاملين.

The study aimed to introduce the concept of smart empowerment and its role in improving the security institutional performance, through the adoption of the security institutions of renewed administrative patterns and methods, in addition to the investment of digital management systems and programs and their smart applications that enable them to adapt to these updated modern data, as digital management emerges as an effective and integrated approach to employing The capabilities provided by advanced technology such as artificial intelligence and digital applications to provide added value to its customers effectively and sustainably through the application of best practices for digital management systems and programs as a driving force and a major driver to achieve a qualitative leap towards improving the performance of security institutions. The descriptive style of the theoretical and analytical aspect of the study elements was used to provide a comprehensive scientific framework for the concept of smart empowerment to achieve maximum benefit for institutional management from its digital infrastructure in improving the performance of security institutions in particular to ensure the sustainability of positive results and outputs. The study reached a set of results, recommendations and proposals, including the necessity of proper awareness and understanding of the concept of smart empowerment and its role in improving security institutional performance by presenting the basic concepts of digital management and its smart applications, as well as what institutional performance is and its components, in addition to explaining modern methods of using and applying digital-smart services. In the various activities of the security establishment, its main operations and support, and the development and implementation of supportive plans and policies to improve security institutional performance and ways to benefit from them to improve services and raise the level of customer happiness.
