المستخلص: قامت العديد من الدول المتقدمة بتطوير وإصلاح الممارسات التعليمية بمؤسسات التعليم العالي والجامعي من خلال تبني وتطبيق صيغ وأنماط جديدة للتعليم الجامعي مثل الجامعات الأهلية، وفي العام الدراسي (2022|2023) أضيفت (12) جامعة أهلية تابعة للجامعات الحكومية المصرية إلى منظومة التعليم الجامعي المصري كقيمة ونمط جديد لدعم نظام التعليم، ولكن التساؤل هو: كيف يمكن تعظيم هذه القيمة المضافة من تلك الجامعات؟ وهنا يمكن استخدام نموذج البرمجة بالأهداف التوافقية والذي يعني بالتمثيل الرياضي لمشاكل عملية اتخاذ القرار، وإيجاد طرق حل لهذه النماذج الرياضية، بما يعني استخدام النماذج الرياضية كقالب تصاغ فيه المشكلة، إلا أن نجاح تكوين النموذج وتطبيقه يعتمد على نجاح عملية جمع البيانات للنموذج والتحقق من صحة تمثيله للواقع، ويمثل النموذج العلاقات المتداخلة في المشكلة، والقيود، والأهداف أفضل تمثيل، وبالتالي يهدف البحث الحالي إلى تجهيز البيانات والمعلومات الملائمة واللازمة لبناء هذا النموذج، وهي البيانات والمعلومات الخاصة بمشكلة عملية تعظيم القيمة المضافة من الجامعات الأهلية التابعة للجامعات الحكومية المصرية من حيث: العلاقات المتداخلة في المشكلة، والقيود، ودالة الهدف، بما يمهد الطريق لأبحاث تالية تتولى بناء المعادلات الإحصائية لهذا النموذج.

Many developed countries have developed and reformed educational practices in higher and university education institutions by adopting and applying new formulas and patterns for university education such as national universities, and in the academic year (2022/2023) there are (12) national universities affiliated with Egyptian public universities were added to the Egyptian university education system as a value And a new pattern to support the education system, but the question is how can this added value be maximized from those universities? Here, the Compromise Goal Programming model can be used with harmonious goals, which means mathematical representation of the problems of the decision-making process, and finding ways to solve these mathematical models, which means using mathematical models as a template in which the problem is formulated, but the success of forming and applying the model depends on the success of the data collection process for the model and verifying the validity of its representation for reality. The model represents the goal, constraints and interrelationships in the problem in the best representation, and therefore the research aims to prepare the appropriate data and information necessary to build this model, which is the data and information related to the problem of the process of maximizing the value added from the national universities affiliated to the Egyptian public universities in terms of: the interrelationships in the problem, the restrictions, and the goal, This paves the way for subsequent researches that build the statistical equations for this model.
