|a يعتبر موضوع الإعاقة والتعليم أحد القضايا الاجتماعية المهمة في المجتمعات المعاصرة، نظرا لما له من أبعاد تربوية واقتصادية واجتماعية وسياسية، سواء على الشخص ذو الإعاقة وعلى أسرته، أو على المجتمع ككل. ولقد اهتم المنتظم الدولي بحقوق الأشخاص في وضعية إعاقة، حيث أقر الإعلان العالمي لحقوق الإنسان حق كل إنسان في التعليم. كما حدد الإعلان جملة من المبادئ الواجب تطبيقها لتحقيق أهداف حق التعليم. نفس هذا التوجه سار عليه المشرع المغربي، حيث أنه أولى فئة الأطفال في وضعية إعاقة اهتماما خاصا خلال السنوات الأخيرة، وذلك من خلال ضمان حق التعليم والتربية والتكوين في إطار العمل على تمكين هذه الفئة من المشاركة في الحياة العامة، وذلك من خلال سن القوانين والتشريعات التي من شأنها المساهمة في ضمان الحقوق الأساسية للشخص في وضعية إعاقة، بالإضافة إلى إنشاء مراكز متخصصة ومؤسسات خاصة تعني بتعليم وتربية هذه الفئة.

The international community has paid attention to the rights of persons with disabilities, as the Universal Declaration of Human Rights recognized the right of every human being to education. The same approach was followed by the Moroccan legislator, as he has given special attention to the category of children in a situation of disability in recent years, by guaranteeing the right to education, education and training within the framework of working to enable this group to participate in public life, through the enactment of laws and legislation that It would contribute to guaranteeing the basic rights of a person with a disability, in addition to establishing specialized centers and private institutions concerned with the education and upbringing of this group..
