|a يعتبر التخطيط التربوي السليم هو وسيلة الدولة لتطوير نظمها التعليمية وتحقيق تطلعات شعوبها وآمالهم وتحقيق الاستفادة القصوى من الموارد والإمكانات المتاحة فيها للتعليم، ومن ثم فإنه ينبغي للدولة أن تهتم بهذا التخطيط وأن تدرك أن التخطيط الاستراتيجي ليس مجرد بدعة جديدة ندخلها إلى نظام التعليم، بل هو أسلوب علمي وفني في معالجة المشكلات التربوية، ولا نستطيع بدونه التصدي للواقع الذي بين أيدينا، كما أنه حاجة ماسة وضرورية وملحة لمواجهة أزمة التربية في بلادنا. وهناك العديد من التجارب العالمية التي أثبتت مدى نجاح تطبيق التخطيط الاستراتيجي في مؤسسات التعليم العام، ولكن لكل عمل من الأعمال الهامة معوقات وصعوبات تواجه القائمين عليه، ومن هنا رأى الباحث ضرورة التعرف على أبرز المعوقات التي تعيق تطبيق التخطيط الاستراتيجي بالمؤسسات التربوية والتعليمية، وسبل التغلب عليها. ويعتقد الباحث أن الكشف عن الصعوبات والمعوقات التي تواجه القيادات التربوية والتعليمية عند تطبيق التخطيط الاستراتيجي في مؤسسات التعليم العام سيساعدهم على اتباع هذا النوع من التخطيط لما له أهمية في تسيير العمل التربوي وخاصة نحن نعيش في ظل متغيرات مختلفة أثرت على العملية التعليمية ببلدنا الحبيب.

Moreover it is important and necessary task in facing a crisis of education There are many global experiences that proved the success of the practice of the strategic planning in public educational organization on the other hand, for an important work of the obstacles and difficulties faced who are in in charge of it, and from here the opinion of the researcher, the need to identify the main obstacles which hinder the practice of the strategic planning in all public. education institutions, and the ways to overcome them The researcher believes that the disclosure of the difficulties and obstacles facing the leaderships in practice of the strategic planning in all education institutions will help them to follow this type of planning for its importance in the conduct of the educational work especially we live under the different variables which affected in process of education in our country.
