|b Digital learning has become an imperative due to the advantages and solutions it offers that make education a flexible process, which contributes to the achievement of the education objectives. Digital learning emerged in Algeria during the COVID-19 pandemic, which kept the school year running smoothly. This paper aims to determine the key factors that affect the implementation of digital learning in the Algerian higher education sector using the Structural Analysis Methods (ISM-MICMAC). The findings show that digital infrastructure, the allocation of sufficient budget, strong institutional strategy, privacy protection laws, and innovative learning method are the most important factors that contribute to the success of digital education. Furthermore, digital tools, digital activity and social media play a crucial role in the implementation of e-learning.
