المستخلص: تعتبر عملية اتخاذ القرارات وتطبيق وظائف الإدارة من تخطيط وتنظيم وتوجيه ورقابة، هي جوهر ومحور العملية الإدارية وذلك من خلال اتخاذ القرارات المناسبة في الوقت المناسب والظروف المناسبة. كما يرتكز نجاح وسلامة القرارات الإدارية على مدى توافر المعلومات الملائمة والصحيحة والتي تعتبر أساس نجاح عملية اتخاذ القرارات مما يساهم في تحقيق أهداف المنظمة. وقد أحدثت التطورات التكنولوجية المتسارعة بروز أهمية وجود نظم للمعلومات المساعدة المنظمات في اتخاذ القرارات التي تتسم بالسرعة والدقة والتوقيت المناسب والتقليل من عمليات التخمين. ويعتبر نجاح أو فشل أية منظمة مرتبط ارتباطاً وثيقا بمدى صواب وصحة القرارات التي يقوم المسئولين باتخاذها اعتمادا على سرعة توفر المعلومات المناسبة وبالصورة والدقة المناسبة، وهذا يعكس الدور الهام لنظم المعلومات في عمليات اتخاذ القرارات. ونظرا للكثير من التحولات الكبيرة والتطورات المتسارعة في أنظمة العمل، أصبح هناك الكثير من التحديات للإدارة الحديثة بسبب التطور المستمر في مجال المعلومات وأساليب الحصول والوصول إليها مما زاد من أهمية إدارة نظم المعلومات ومدى تطبيقها للأساليب الحديثة في جمع المعلومات بطرق علمية تعتمد على الدقة والموضوعية والشمولية لتساهم في اتخاذ القرارات الصائبة ومعالجة مشاكل العمل بصورة صحيحة. ومن هذا المنطلق تقوم هذه الدراسة على بيان أهمية ودور المعلومات في صحة وسلامة القرارات التي تصدرها المنظمة ومدى نجاح هذه القرارات في تحقيق أهدافها. كما تهدف للتعرف على مفهوم ومكونات نظم المعلومات لإبراز دورها الفاعل في اتخاذ القرارات الإدارية والتطرق إلى تحليل المعوقات التي تواجه توظيف نظم المعلومات بالصورة الصحيحة. واستنادا إلى ما يتم الوصول له من نتائج، سيقوم الباحث بتقديم عدد من التوصيات لكي يستفيد منها أصحاب القرار في الهيئة العامة للتعليم التطبيقي والتدريب بشكل عام، وفي إدارة أعضاء هيئتي التدريس والتدريب بشكل خاص.

The process of making decisions and implementing the functions of management from planning, organizing, directing and controlling, is the essence and focus of the administrative process by taking appropriate decisions at the right time and in appropriate circumstances. The success and safety of administrative decisions are also based on the availability of appropriate and correct information, which is the basis for the success of the decision-making process, which contributes to achieving the goals of the organization. Rapid technological developments have resulted in the emergence of the importance of information systems to assist organizations in making decisions that are fast, accurate, timely and reducing guesswork. The success or failure of any organization are closely related to the correctness and correctness of the decisions that officials take, depending on the speed of availability of appropriate information, in the appropriate image and accuracy, and this reflects the important role of information systems in decision-making processes. Due to many great transformations and rapid developments in work systems, there have become many challenges to modern management due to the continuous development in the field of information and methods of obtaining and accessing it. That increased the importance of managing information systems and the extent of their application of modern methods in collecting information in scientific ways that depend on accuracy, objectivity and comprehensiveness to contribute in making the right decisions and properly handling business problems. From this standpoint, this study based on stating the importance and role of information in the validity and integrity of the decisions issued by the organization and the extent of the success of these decisions in achieving its objectives. It also aims to identify the concept and components of information systems to highlight their effective role in administrative decision-making and to address the analysis of obstacles facing the correct use of information systems. In addition, based on the results obtained, the researcher will present a number of recommendations for the benefit of decision-makers in the Public Authority for Applied Education and Training in general, and in the department of the teaching and training staff in particular.
