المستخلص: هدف البحث الحالي للتعرف على الأسس النظرية للإبداع الإداري من حيث أهميته ومتطلبات ومهارات ومعوقات تحقيقه مع إلقاء الضوء على نشأة وتطوير استراتيجية سكامبر والهدف منها وأهميتها وأنشطتها وخطوات ومعوقات تطبيقها ثم العلاقة بينها وبين الإبداع الإداري مع رصد تحقق الإبداع الإداري من وجهة نظر العينة ووضع مجموعة آليات لتنميته على ضوء استراتيجية سكامبر، اعتمد البحث على المنهج الوصفي وكانت الاستبانة هي أداته للتعرف على واقع الإبداع الإداري من وجهة نظر معلمي مدارس التعليم الفني بمحافظة الفيوم، وتوصلت الدراسة إلى أن تنمية الإبداع الإداري تتحقق بدرجة ضعيفة حيث جاء المتوسط الموزون لذلك ما بين (2.52) و(1.64) بما يشير لقلة فرص تنميته، وانتهى البحث باقتراح بمجموعات آليات لتنمية الإبداع الإداري لمديري ووكيلي مدارس التعليم الفني بمحافظة الفيوم على ضوء استراتيجية سكامبر، ثم التوصل لعدة توصيات على ضوء نتائج الدراسة أهمها الاهتمام بتكثيف الدورات الموجهة لتنمية مديري ووكيلي مدارس التعليم الفني بكل الجوانب والتحديث المستمر بالبحث عن منهجيات واستراتيجيات جديدة للتدريب والاهتمام بالمتابعة الدورية لنتائج التدريبات وعدم الاكتفاء بإقامتها دون متابعتها ثم تحسين هذه البرامج على ضوء نتائج هذه المتابعة مع نشر ثقافة سكامبر داخل مدارس التعليم الفني.

The aim of the current research is to identify the theoretical foundations of administrative creativity in terms of its importance, requirements, skills and obstacles to its achievement, while shedding light on the emergence and development of the Scamper strategy, its objective, importance, activities, steps and obstacles to its application, then the relationship between it and administrative creativity with monitoring the achievement of administrative creativity from the point of view of the sample and the development of a set of mechanisms for its development in the light of Scamper's strategy, the research relied on the descriptive approach and the questionnaire was his tool to identify the reality of administrative creativity from the point of view of teachers of education schools Technical in Fayoum Governorate, The study found that the development of administrative creativity is achieved to a weak degree, as the weighted average for that was between (2.52) and (1.64), indicating the lack of opportunities for its development, and the research ended with a proposal for groups of mechanisms for the development of administrative creativity for directors and agents of technical education schools in Fayoum Governorate in the light of Scamper's strategy, and then reaching several recommendations in the light of the results of the study, the most important of which is the interest in intensifying courses directed to the development of directors and agents of technical education schools in all aspects and continuous modernization by searching for new methodologies and strategies for training And pay attention to periodic follow-up of the results of the trainings and not only hold them without following them up, then improve these programs in light of the results of this follow-up while spreading the culture of Scamper within technical education schools.
