المستخلص: الإنسان هو المحور الأساسي في أي مسيرة حضارية وهو وسيلة كل تقدم، وغاية كل رخاء يبتغي والثروة البشرية التي على أساسها تتحقق التنمية، ومعلم رئيسي من معالم السياسة التربوية والتعليمية الهادفة لإيجاد أجيال واعية ومثقفة. ولأهمية التعليم الفني إذا يعتبر هو المسلك لخلق جيل من الفنيين المهرة اللازمين لرفع كفاءة الإنتاج في مختلف الحرف التي يحتاجها سوق العمل، وبالتالي الناتج القومي والتنمية الاقتصادية والصناعية ككل. وقد عانى التعليم الفني من التدهور لعقود، فقد أصبح خريج المدارس الفنية غير مؤهل وغير كفء ليواكب متغيرات سوق العمل الحالية، وغير قادر على المنافسة خارجيا؛ فكان لابد من ربطه بمهارات تساعد على الارتقاء بالتعليم مثل مهارات الإبداع والابتكار. وتبرز أهمية الحاجة إلى الإبداع في المنظمات التعليمية والتربوية تعود كونها متغيرا هاما في بناء الإنسان، مما يفرض عليها أن تكون مستوعبة لمعطيات التغيير والتطوير، لذا فان مستقبل الأمم لا يعتمد على مجرد العدد الرقمي للقوي العاملة بها، وإنما على توفير نوع متميز من العاملين، أي على أفراد مبدعين في مختلف القطاعات والمجالات، وخصوصا في مجال التعليم والتربوي، ويأتي هذا البحث في سياق تقديم إطار مقترح لتنمية مهارات الإبداع والابتكار للعاملين لتحسين مستوي الأداء في قطاع التعليم الفني كدراسة ميدانية على مدارس القطاع الفني بمحافظة القاهرة الكبرى. تمثل الهدف الأساسي من البحث في دراسة دور الإبداع في تحسين مستوي أداء العاملين بالمدارس الثانوية الفنية، كما تمثلت مشكلة البحث في الإجابة على التساؤل الرئيسي التالي "هل يوجد تأثير للإبداع على أداء العاملين بالمدارس الثانوية الصناعية"، واعتمد الباحث على المنهج الوصفي التحليلي وتم تصميم قائمة استقصاء لجمع البيانات الولية من عدد ٣٨٤ عامل من العاملين بقطاع التعليم الفني داخل المدارس حيث بلغت نسبة الاستمارات الصالحة للتحليل الإحصائي 93.75% بعدد ٣٦٠ استمارة بينما بلغت نسبة الاستمارات غير الصالحة 6.25% بعدد ٢٤ استمارة، وقد أظهرت نتائج التحليل الإحصائي وجود علاقة ذات دلالة معنويه لتنمية مهارات الإبداع والابتكار لدى العاملين لتحسين مستوي الأداء، وتمثلت أهم التوصيات في التحسين المستمر للقدرات والمهارات الخاصة بالأبداع وخلق مناخ ملائم لإخراج الطاقات الإبداعية لدى العاملين.

Man is the main axis in any civilized process. He is the means of all progress, the goal of all prosperity sought, the human wealth on the basis of which development is achieved, and a major feature of the educational and teaching policy aimed at creating aware and cultured generations. Given the importance of technical education, it is considered the path to creating a generation of skilled technicians needed to raise production efficiency in various crafts needed by the labor market, and consequently the national product and economic and industrial development as a whole. Technical education has suffered from deterioration for decades, as technical school graduates have become unqualified and incompetent to keep pace with the changes in the current labor market, and unable to compete externally; therefore, it was necessary to link it with skills that help advance education, such as creativity and innovation skills. The importance of the need for creativity in educational and pedagogical organizations is highlighted by the fact that it is an important variable in human development, which requires them to be cognizant of the data of change and development. Therefore, the future of nations does not depend on the mere numerical number of their workforce, but rather on providing a distinguished type of workers, i.e. on creative individuals in various sectors and fields, especially in the field of education and pedagogy. This research comes in the context of presenting a proposed framework for developing the creativity and innovation skills of workers to improve the level of performance in the technical education sector as a field study on technical sector schools in Greater Cairo Governorate. This study aimed to: - Study the role of creativity in improving the level of performance of employees in technical secondary schools. - Identify the nature and requirements for improving the level of performance in technical education. - Identify the extent of the availability of creativity skills for employees in the technical education sector and its role in improving the level of performance. The researcher distributed 384 questionnaires to workers in the technical education sector within schools, and statistical analysis was conducted on them. The results showed that there is a significant relationship between developing creativity and innovation skills among workers to improve the level of performance.
