المستخلص: تسهم التكنولوجيا الرقمية في تحسين كفاءة وفعالية التخطيط الاستراتيجي للتعليم الجامعي، وقد فطنت العديد من أنظمة التعليم الجامعي الأجنبية لهذه الأهمية الكبيرة، فاهتمت بتوظيف هذه التكنولوجيا في هذا المجال. ونتيجة لذلك الاهتمام، نجحت في تحسين عمليات ومراحل وخطوات التخطيط الاستراتيجي لها ولمؤسساتها الجامعية المختلفة، حتى نجحت في تحقيق جودة وتميز مخرجاتها التعليمية. لذا، هدف البحث الحالي بصورة رئيسة إلى التوصل إلى الكيفية التي يمكن من خلالها توظيف التكنولوجيا الرقمية لتحسين التخطيط الاستراتيجي للتعليم الجامعي المصري، وذلك من خلال دراسة وتحليل ملامح اهتمام التعليم الجامعي الأمريكي والكندي بتوظيف هذه التكنولوجيا في هذا المجال؛ نظرا لتميزهما في هذا المجال، ومن خلال تحليل واقع ومعوقات توظيفها بالنسبة للتعليم الجامعي المصري. واقتضت طبيعة البحث الحالي استخدام المنهج الوصفي. وقد خلص البحث إلى مجموعة من النتائج، من أبرزها بذل مصر جهودا متنوعة في مجال توظيف التكنولوجيا الرقمية في قطاع التعليم الجامعي؛ من أجل تحسين عملية تعليم الطلاب وتعلمهم، وتسهيل بعض العمليات الإدارية والمالية، وتحقيق التواصل بين أعضاء المجتمع الجامعي، وذلك من خلال تبني مؤسساته لمبادرة التحول الرقمي. وقد تنوعت هذه الجهود، إلا أنه رغم هذا التنوع، فقد تم توظيف هذه التكنولوجيا في تحسين عمليات التخطيط الاستراتيجي بشكل محدود وجزئي وغير كاف، سواء على المستوى الوطني أو المستوى المؤسسي والأساسي، ومن أبرز هذه النتائج أيضا مواجهة عملية توظيف التكنولوجيا الرقمية في تحسين التخطيط الاستراتيجي للتعليم الجامعي المصري العديد من المعوقات والتحديات، ووجود مجموعة من العوامل الداخلية (نقاط القوة، ونقاط الضعف)، والعوامل الخارجية (الفرص المتاحة، والتهديدات المحتملة) التي تؤثر على توظيف هذه التكنولوجيا في هذا المجال. وفي ضوء النتائج التي توصل إليها البحث الحالي، تم اقتراح سيناريوهات لمستقبل توظيف هذه التكنولوجيا في تحسين التخطيط الاستراتيجي للتعليم الجامعي المصري، والتي تمت المقارنة بينها؛ من أجل اختيار وتبني أفضلها، كما تم طرح متطلبات وآليات إجرائية لتنفيذ السيناريو الابتكاري - باعتباره أفضل السيناريوهات المقترحة ومحتملة الحدوث- القادر على تعزيز توظيف هذه التكنولوجيا في هذا المجال.

Digital technology contributes to improving the efficiency and effectiveness of strategic planning for university education. Many foreign university education systems have realized the great importance of this, and have been interested in employing this technology in this field. As a result of this interest, they have succeeded in improving the processes, stages, and steps of strategic planning for them and their various university institutions, to the point that they have succeeded in achieving the quality and excellence of their educational outputs. Therefore, the current research mainly aimed to find out how digital technology can be employed to improve the strategic planning of Egyptian university education, by studying and analyzing the features of American and Canadian university education’s interest in employing this technology in this field; because of their excellence in this field, and through analyzing the reality and obstacles of its employment in relation to Egyptian university education. The nature of the current research necessitated the use of the descriptive approach. The research concluded with a set of results, the most prominent of which is that Egypt has made various efforts in the field of employing digital technology in the university education sector; in order to improve the process of teaching and learning students, facilitate some administrative and financial processes, and achieve communication between members of the university community, through its institutions adopting the digital transformation initiative. These efforts have varied, but despite this diversity, this technology has been employed in improving strategic planning processes in a limited, partial and insufficient manner, whether at the national level or the institutional and basic level. Among the most prominent of these results is also the presence of many obstacles and challenges facing the process of employing Digital technology in improving strategic planning for Egyptian university education, and the presence of a group of internal factors (strengths, weaknesses), and external factors (available opportunities, potential threats) that affect the employment of this technology in this field. In light of the findings of the current research, scenarios were proposed for the future of employing this technology to improve strategic planning for Egyptian university education, which were compared; in order to select and adopt the best of them. Requirements and procedural mechanisms were also put forward to implement the innovative scenario - considering it the best proposed and likely scenario - capable of enhancing the employment of this technology in this field.
