|a يعد التعليم الابتدائي جزءا لا يتجزأ من الحقوق الأساسية للطفل، والمدخل الرئيسي لإنماء شخصية الطفل، وتطوير مهاراته وقدراته المعرفية والإبداعية وله تأثير كبير على وضعيته الاجتماعية في المستقبل، واختياراته المهنية. وقد بات لزاما على الدول انطلاقا من التزاماتها الدولية العمل على ضمان التمتع بهذا الحق لكافة الأطفال المتواجدين على إقليمها، أيا كانت جنسيتهم ووضعيتهم الاجتماعية والصحية، وبذل مختلف الجهود من أجل تحقيق مجانيته وتعميمه على الجميع، بما يتماشى ومتطلبات التعليم العصري.
